易地扶贫搬迁对农户减贫效应实证分析——基于赣南原中央苏区农户的调研

【摘要】：现阶段我国扶贫开发已经进入关键期,对居住在生存条件恶劣、生态环境脆弱、自然灾害频发等地区的农村贫困人口实施易地搬迁安置是实施精准扶贫的重要方略。以赣南原中央苏区农户为研究对象,通过抽样调查方式获取问卷数据,以非移民户为参照对象,分析搬迁移民行为对移民农户生计资本影响。结果表明:搬迁移民前后农户生计资本有较为显著的提高,且搬迁移民行为是移民减贫的主要原因,净增效应为0.239,其中物质资本的净增效应最大,为0.148;其次是社会资本,说明搬迁移民行为能有效地增加移民户物质资本及社会资本,显著提高移民户生计资本,达到农户减贫目的。
[Abstract]:At the present stage, poverty alleviation and development in China has entered a critical period. It is an important strategy to implement accurate poverty alleviation for poor rural population living in poor areas such as poor living conditions, fragile ecological environment and frequent natural disasters. Taking the farmers in the former Central Soviet region of Gannan as the research object, the questionnaire data were obtained by sampling survey, and the non-immigrant households were taken as the reference objects to analyze the impact of the migration behavior on the livelihood capital of the migrant farmers. The results showed that the livelihood capital of peasant households increased significantly before and after the migration, and the migration behavior was the main reason for poverty reduction, the net increase effect was 0.239, the net increase effect of material capital was 0.148, the second was social capital. It is concluded that relocation can effectively increase the material capital and social capital of migrant households, improve the livelihood capital of migrant households, and achieve the purpose of reducing poverty among farmers.
