【摘要】：近年来,随着党中央、国务院对“三农”问题的不断重视,一系列惠农、涉农、富农政策相继出台,尤其是中央1号文件从2004年起,连续12年聚焦“三农”问题。农机购置补贴作为众多惠农政策的其中一项,自2004年实施以来,社会各界的关注度不断提升,特别是随着补贴资金额度的逐年递增,农业机械化的重要性也再一次摆在了世人的面前,被广大人民群众和各阶层所关注,一系列将农机购置补贴视为工业反哺农业,让农业生产分享社会发展红利的最好体现的论断接踵而至。笔者为了探寻农机购置补贴政策是否对农业机械化发展具有促进作用,选取岳阳市为例,对岳阳市地区农机购置补贴政策实施情况进行定向分析。岳阳市地区自2004年起开始农机购置补贴试点工作,由最初的2县后逐步覆盖全市11个县市区,购置补贴金额也从最初的80万元,激增至2013年的1.1亿元,增长近117倍,累计补贴金额3.86亿元。为了进一步把握文章的严谨性和科学性,本文一是通过论述,阐述岳阳市地区农机购置补贴政策实施以后岳阳市地区农机化发展相关情况变化;二是重点把握农业机械装备水平、农业机械作业水平等几个指标,运用SPSS数据分析软件,对购置补贴实施情况与指标进行相关性计算,从统计学角度佐证其关联性。本文选取岳阳市地区2002年至2012年农机购置补贴、农机化发展等相关数据进行分析,对农机购置补贴政策的实施情况、实施方案、实施效果进行阐述,探寻农机购置补贴政策对农业机械化发展是否存在相关性和促进作用,从而得出农业购置补贴政策的实施对促进岳阳市地区农业机械化发展健康稳定发展起到了至关重要的作用,特别是在加快农机装备升级、农民增收、农机社会化服务发展等发面成效显著。同时,根据研究过程中发现的农机购置补贴政策实施过程中存在的问题和困难,提出相对应的建议和意见。
[Abstract]:In recent years, with the Central Committee of the party and the State Council paying attention to the "three rural" problem, a series of policies of farmers, agriculture, and rich peasants have been introduced in succession. Especially the central 1 document has been focused on the "three rural" issue since 2004. The subsidy of agricultural machinery purchase is one of the many policies of benefiting farmers. Since the implementation of 2004, the community has paid more attention to it. With the increasing degree of degree, especially with the increase of the amount of subsidized funds, the importance of agricultural mechanization is once again placed in front of the people of the world, and is concerned by the masses of the people and all classes. A series of views on the best embodiment of the benefit of agricultural production to enjoy social development dividends are followed by a series of views on the subsidy of agricultural machinery purchase. In order to find out whether the subsidy policy of agricultural machinery purchase has a promoting effect on the development of agricultural mechanization, the author chooses Yueyang as an example to carry out a directional analysis on the implementation of the subsidy policy of agricultural machinery purchase in Yueyang city. Since 2004, the Yueyang region has started the pilot work of the agricultural machinery purchase subsidy from the first 2 counties, and gradually covered 11 of the city. In the county, the purchase allowance is also from the initial 800 thousand yuan to 110 million yuan in 2013, the increase is nearly 117 times and the cumulative subsidy amount is 386 million yuan. In order to further grasp the preciseness and scientificity of the article, the article expounds the related situation of Agricultural Mechanization Development in Yueyang area after the implementation of the subsidy policy for the purchase of agricultural machinery in Yueyang. The two is to grasp the level of agricultural machinery and equipment, the level of agricultural machinery operation, and other indicators, and use the SPSS data analysis software to calculate the correlation between the implementation of the purchase subsidy and the index, and verify its relevance from the statistical point of view. This paper selects the subsidies for the purchase of agricultural machinery from 2002 to 2012 in Yueyang and the development of agricultural mechanization. The relevant data are analyzed, the implementation of the subsidy policy for agricultural machinery purchase, the implementation plan, the implementation effect are expounded, and the correlation and promoting effect of the agricultural machinery purchase subsidy policy on the development of agricultural mechanization are explored, thus the implementation of the subsidy policy for agricultural purchase is made to promote the healthy and stable development of Agricultural Mechanization in Yueyang. Development has played a vital role, especially in accelerating the upgrading of agricultural machinery equipment, increasing the income of farmers, and the development of agricultural machinery socialized service. At the same time, according to the problems and difficulties that exist in the implementation process of the agricultural machinery purchase subsidy policy, the corresponding suggestions and suggestions are put forward.
