云南省农业产业集群链式整合路径研究

【摘要】：中国是一个经济迅速腾飞的发展中国家。然而,中国作为一个农业大国,“三农”问题仍然是制约我国经济发展的瓶颈。从许多发达国家的经验和一些国内农业发达地区的成功案例可见,农业产业集群是一个有效促进农业产业健康发展壮大的途径,更是先进农业发展的正确方向。从我国出台的政策看,对农业的产业化和集群化也日益重视。其中,云南省可谓是中国西南地区中的农业大省,因此研究云南省农业产业集群的发展就具有十分的必要性和重大意义,关乎到云南农业产业的未来发展,甚至是整个西南地区未来农业的发展。尤其是现在经济发展转型的重要关头,不仅要保障粮食产量,又要着力提升农民的收入。这就更要求我们积极推动农业产业化进程,促进农业产业集群的发展,推进云南省农业产业集群的链式整合。基于产业经济学、区域经济学、新制度经济学等学科中农业产业集群的相关理论,本文运用文献研究法、理论与实证相结合的分析法、定性与定量相结合的分析法,依据迈克尔·波特的“钻石模型”理论分别从生产要素条件、需求条件、相关产业和支撑产业的表现、企业的战略、结构和竞争、机会和政府的六个影响因素对云南省农业产业集群的发展现状和问题进行分析；同时,选取区位商为指标对云南省农业产业集群的专业化程度进行测度,分别从云南省农业产业集群的全省概况、农林牧渔四个方面的测度以及从区域角度分地区的测评三个方面对云南省农业产业集群的现状进行分析；并提出云南省农业产业集群发展面临的主要问题,包括龙头企业经济带动能力不足、农村融资系统不健全、市场体系发展不完善、农业产业链条延伸不足、农业产业发展缺乏区域联动、抵御风险威胁能力差等；并且结合当前农业产业集群发展的四种典型模式,对云南省农业产业集群提出链式整合思路及整合对策。云南农业产业集群约束性链式整合的整体思路是推动集约经营,包括完善农业产业化组织形式,鼓励利益机制的多样化、大力培育和扶持龙头企业、积极兴建生产基地、实施“科技兴农”的战略,用科技支撑农业产业化的发展；云南农业产业集群延伸性链式整合的整体思路是促进产业联动,包括大力发展农产品加工业,拉长农业生产链条、建立完善的农村市场体系、探索多元化农业投入机制等。总之,发展农业产业集群是实现农业现代化的必经之路。为了实现农业现代化,需要各方面的共同努力,共同推进云南省农业产业集群的健康协调发展。
[Abstract]:China is a developing country with a booming economy. However, as a big agricultural country, the problem of agriculture, rural areas and farmers is still the bottleneck of China's economic development. It can be seen from the experience of many developed countries and the successful cases of some domestic agricultural developed regions that agricultural industrial cluster is an effective way to promote the healthy development of agricultural industry and is also the correct direction of advanced agricultural development. From the policy of our country, the industrialization and cluster of agriculture are paid more and more attention. Yunnan Province is one of the largest agricultural provinces in southwest China. Therefore, it is necessary and significant to study the development of Yunnan agricultural industry cluster, which is related to the future development of Yunnan agricultural industry. Even the future development of agriculture in the whole southwest region. Especially at the critical moment of economic development and transformation, we should not only guarantee grain production, but also improve farmers' income. This requires us to actively promote the process of agricultural industrialization, promote the development of agricultural industrial clusters, and promote the chain integration of agricultural industrial clusters in Yunnan Province. Based on the relevant theories of industrial economics, regional economics, new institutional economics and other disciplines, this paper applies literature research method, theoretical and empirical analysis, qualitative and quantitative analysis. According to Michael Porter's "Diamond Model" theory, the factors of production conditions, demand conditions, the performance of related industries and supporting industries, the strategy, structure and competition of enterprises, At the same time, selecting location quotient as the index to measure the degree of specialization of agricultural industrial cluster in Yunnan Province, this paper analyzes the current situation and problems of agricultural industrial cluster development in Yunnan Province by the opportunity and the six influencing factors of the government. The present situation of Yunnan agricultural industrial cluster is analyzed from the following three aspects: the general situation of Yunnan agricultural industry cluster, the measurement of agriculture, forestry, animal husbandry and fishery, and the regional evaluation. The main problems facing the development of agricultural industrial cluster in Yunnan Province are put forward, including insufficient economic driving capacity of leading enterprises, imperfect rural financing system, imperfect development of market system, and insufficient extension of agricultural industrial chain. The development of agricultural industry is lack of regional linkage and poor ability to resist the threat of risk, and combining with the four typical models of the development of agricultural industrial cluster, this paper puts forward the chain integration thinking and integrated countermeasures to the agricultural industrial cluster of Yunnan Province. The overall idea of binding chain integration of agricultural industrial clusters in Yunnan is to promote intensive management, including perfecting the organizational form of agricultural industrialization, encouraging diversification of interest mechanisms, vigorously cultivating and supporting leading enterprises, and actively building production bases. Implementing the strategy of "prospering agriculture through science and technology" and supporting the development of agricultural industrialization with science and technology. The overall idea of the extension chain integration of Yunnan's agricultural industrial clusters is to promote industrial linkage, including vigorously developing agricultural products processing industry and lengthening the agricultural production chain. Establish a perfect rural market system, explore diversified agricultural input mechanism. In short, the development of agricultural industrial clusters is the only way to achieve agricultural modernization. In order to realize agricultural modernization, it is necessary for all aspects to make joint efforts to promote the healthy and coordinated development of agricultural industrial clusters in Yunnan Province.
