黑龙江省农村微型企业绩效影响因素研究

【摘要】：我国对于中小企业的发展一直相当重视,而在最近的几年里,政府更是重点出台了若干相关政策和规章制度,对中小企业而进行重点的扶持。早在2011年,国家制定了专门的政策,将微型企业与中小型企业区分开来,对微型企业的创办和发展出台了专门的扶持政策,尤其对于政策所指定的八种人群,更是有一系列的特别扶持政策,帮助微型企业的成长和发展,帮助他们降低风险和门槛。而这些企业的迅速发展,也必然能够带动地区经济的发展,为社会提供大量的就业岗位,从而实现对地方拿给经济的推动。在推动城镇化的过程中,需要重点解决三农问题,微型企业正是一种行之有效的创业模式。黑龙江省有着众多的农村微型企业,这些企业对于农村经济的发展有着重要的作用,一定程度上解决了农民的就业问题,也加快了农业产业化的进程[1]。因此,作为社会主义新农村建设中的关键元素,微型企业在农村经济中的重要性正在逐步显现出来。在黑龙江省,已经存在的众多微型企业为农村经济的发展提供了极强的推动力,不仅活跃了黑龙江省的农村经济,同时也成为了黑龙江省经济发展的重要后备力量。需要强调的是,尽管政府已经为黑龙江省的农村微型企业的发展提供了众多扶持政策,但这些企业的发展仍然存在着很大的困境,尤其是在企业的业绩提升、规模扩大方面,更是有着众多的问题。因此,如何解决企业发展的难题,帮助企业更好地发展,就是微型企业和政府迫切需要解决的问题,无论是对于农村发展还是对农村微型企业自身,都有着非同寻常的意义。通过在当地进行问卷等方式的研究统计,通过数据整理与数据处理完成黑龙江省农村微型企业绩效影响因素研究和分析,并且提出相应的解决性的措施。研究针对黑龙江省农村微型企业,所以首先就是要对相关概念进行相应的阐述。通过对国内外学者的研究进行综合分析,提出影响黑龙江省农村微型企业绩效的相关因素,在进行黑龙江省抽样农村微型企业的上,建立结构方程模型,并对模型进行验证。研究结果如下:经营者能力、财务因素、企业网络等方面有正面的影响,其中企业网络、财务因素在影响过程中显示出不可替代的地位,经营者能力更是影响过程中的关键;宏观措施对在整个研究中的影响不是很重要,是通过一定的媒介非直接的对企业绩效水平产生着作用;然而在影响企业绩效的因素中,另一个非常重要的因素便是资源拥有情况,并在企业绩效水平和宏观措施中充当着媒介。通过以上的分析,给出相应的解决办法:一是完善基本设施方面。如果要抢占市场和顾客群,必须要有便利的运输,同时,完备的厂房、机器、工具更是需要改善的。二是扶持企业融资方面,通过降低银行门槛,进行相关保护,同时要对农村借贷进行整顿,使其上入轨道。三是给予政策保护方面。在企业建立初期,给予一些免税和帮助措施,帮助其顺利进去市场。四是企业咨询方面。要充分利用政府创办组织,与便利的互联网站,同时,对有需要的企业,开展培训班级,进行经营管理与技术操作的专业化学习。
[Abstract]:China has always attached great importance to the development of small and medium-sized enterprises, and in recent years, the government has promulgated a number of relevant policies and regulations to support small and medium-sized enterprises. The exhibition has a series of special support policies, especially for the eight groups designated by the policy, to help the growth and development of micro-enterprises and reduce their risks and thresholds. In the process of urbanization, we need to focus on solving the problems of agriculture, countryside and farmers. Micro-enterprises are an effective mode of entrepreneurship. There are many rural micro-enterprises in Heilongjiang Province, which play an important role in the development of rural economy and solve the problems of farmers to a certain extent. Employment has also accelerated the process of agricultural industrialization [1]. Therefore, as a key element in building a new socialist countryside, the importance of micro-enterprises in the rural economy is gradually emerging. The rural economy of Longjiang Province has also become an important reserve force for the economic development of Heilongjiang Province. It should be emphasized that although the government has provided a lot of support policies for the development of rural micro-enterprises in Heilongjiang Province, there are still great difficulties in the development of these enterprises, especially in the promotion of enterprise performance and expansion of scale. Therefore, how to solve the problem of enterprise development and help enterprises develop better is an urgent problem for micro-enterprises and the government to solve, whether for rural development or for rural micro-enterprises themselves, has an unusual significance. Statistics, through data collation and data processing to complete the Heilongjiang Province rural micro-enterprise performance influencing factors research and analysis, and put forward the corresponding solutions. The results are as follows: managers'ability, financial factors, enterprise network and other aspects have a positive impact, among which enterprise network and financial factors have an impact. The process shows irreplaceable status, and the ability of managers is the key to the process; macro-measures are not very important to the impact of the entire study, but through a certain media not directly affect the level of enterprise performance; however, in the factors affecting enterprise performance, another very important factor is resources Through the above analysis, the corresponding solutions are given: first, to improve the infrastructure. If we want to seize the market and customer groups, we must have convenient transportation. At the same time, the complete plant, machinery and tools need to be improved. In the early stage of the establishment of enterprises, some tax-free and help measures should be given to help them enter the market smoothly. Fourthly, the enterprises should make full use of the government-established organizations and the convenient Internet. At the same time, training classes will be conducted for enterprises in need, and professional study on management and technical operation will be conducted.
