农产品质量安全中的农民职业道德培育

【摘要】:随着我国人民生活水平的提高,人们的生活理念和健康意识发生了深刻的变化,以往的温饱型生活态度正在被绿色、健康的生活模式所取代,吃的安心、吃的放心日益成为当前人们的一个新追求,农产品质量安全问题也越来越引起人们的重视,确保自身“舌尖上的安全”观念已经深入到每个消费者的内心。然而近年来我国农产品质量安全问题频发,导致广大人民群众对政府和社会的信任度下降,农产品质量安全问题已经成为事关人民群众切身利益甚至是国家长治久安的一个重要问题。农民作为农业生产的主要参与者、农产品主要生产加工者,其职业道德水平与农产品质量安全问题紧密相连。在我国,全国三分之二的人口集中在农村,而农村有大量的农民从事农产品生产加工,农民的职业道德水平将会直接影响农民的农产品生产加工行为,导致各种农产品质量安全问题。因此探究农产品质量安全中的农民职业道德培育,无疑具有重要的现实意义和实践意义。文章首先分析了农产品质量安全中农民职业道德的应然需求,明晰了农产品质量安全中农民职业道德的应有之义和培育农民职业道德对农产品质量安全的重要意义。其次,系统阐述了农产品质量安全中农民职业道德缺失的外在表现:从产前来看,主要是对农产品生产环境与条件的不当选择;从产中来看,主要是农产品生产加工过程中的行为失范;从产后来看,主要是农产品贮运、销售过程中的违规失信。再次,对农产品质量安全中农民职业道德缺失的成因进行分析,主要包括农民自身的原因、各种风险的加剧、政府预警监管不到位、农村法治环境欠佳、社会不良风气的影响等方面。最后,探讨了农产品质量安全中农民职业道德的培育之策:一是强化农民自律;二是降低风险损失;三是加强政府监管;四是推进依法治理;五是培育和谐社会风气。
[Abstract]:With the improvement of our people's living standards, people's concept of life and health consciousness have undergone profound changes. The past attitude towards food and clothing life is being replaced by green, healthy life mode, eating peace of mind. The problem of quality and safety of agricultural products has been paid more and more attention to, and the concept of "safety on the tip of the tongue" has penetrated into the heart of every consumer. However, in recent years, the problem of quality and safety of agricultural products in China has frequently occurred, which has led to a decline in the trust of the broad masses of the people in the government and society. The quality and safety of agricultural products has become an important issue concerning the vital interests of the people and even the long-term stability of the country. As the main participants in agricultural production and the main producers of agricultural products, the professional ethics level of farmers is closely related to the quality and safety of agricultural products. In China, 2/3 of China's population is concentrated in rural areas, and a large number of farmers in rural areas are engaged in the production and processing of agricultural products. The level of farmers' professional ethics will directly affect farmers' production and processing behavior of agricultural products. Lead to a variety of agricultural products quality and safety problems. Therefore, it is of great practical and practical significance to explore the cultivation of farmers' professional ethics in the quality and safety of agricultural products. This paper first analyzes the demands of farmers' professional ethics in the quality and safety of agricultural products, and clarifies the proper meaning of peasants' professional ethics in the quality and safety of agricultural products and the importance of cultivating peasants' professional ethics to the quality and safety of agricultural products. Secondly, the external manifestation of farmers' lack of professional ethics in the quality and safety of agricultural products is systematically expounded: from the prenatal point of view, it is mainly the improper choice of the production environment and conditions of agricultural products; from the perspective of production, Mainly is the agricultural product production processing process behavior to lose the norm; from the postpartum point of view, mainly is the agricultural product storage and transportation, the sale process illegal breach of credit. Thirdly, the causes of farmers' lack of professional ethics in the quality and safety of agricultural products are analyzed, including the causes of farmers themselves, the aggravation of various risks, the lack of early warning supervision by the government, and the poor legal environment in rural areas. The influence of bad social atmosphere and so on. Finally, it discusses the cultivation of farmers' professional ethics in the quality and safety of agricultural products: first, strengthening farmers' self-discipline; second, reducing risk losses; third, strengthening government supervision; fourth, promoting governance according to law; fifth, fostering a harmonious social atmosphere.
