盘锦市大洼县农业转移人口就业状况调查研究

【摘要】：2013年12月,在小康社会建设的关键期,中央隆重召开了农村工作会议,会议对当前及今后一段时期农业、农村、农民工作所面临的形势和任务进行了深入分析,全面研究了我国进一步深化农村改革、加快农业现代化建设步伐的重要政策,这为新时期的“三农”工作指明了方向,是我们“三农”工作者的春雨。随着我国城镇化的迅猛发展,农民的就业问题是当前我国各地政府遇到的重大难题。一方面,受国内产业升级的影响,劳动密集型产业规模正急剧下滑；另一方面,当前国内农民工的技能贮备与技能教育缺失,在城镇化进程中,缺少技能的农民工遇到了巨大的就业障碍。如果不能顺利处理这一难题,将使当前我国的“三农”工作面临巨大隐患。 本文立足于盘锦市大洼县这样一个典型的以农业人口为主的城市现状,结合现阶段盘锦市大洼县的农业转移人口的特点,通过梳理当前国内外研究农业转移人口现状的文献,联系工作实际,首先编制反映大洼县农业人口就业特点的调查问卷,问卷设计着眼于理论与政策两个依据,并制定访谈提纲,通过问卷调查与访谈相结合的方式获取第一手调查数据。其次,在对调查问卷和访谈结果进行统计的基础上,从就业的基本模式、就业的岗位层次、就业的一般收入水平、养老的保障类型等方面,分析了大洼县农业转移人口就业的基本状况,总结了大洼县农村转移人口就业模式分化、职业层次分化、收入呈现变化3个特征,并分析了引起上述问题的成因。再次,在结合自身工作实际的基础上,提出了施行促进农业转移人口就业帮扶措施、多方位拓展农业转移人口就业途径、建立城乡统筹的社会保障机制、提升农业转移人口就业能力等对策建议。 本文通过问卷调查与访谈调研相结合的方式,在大洼县进行广泛调研的基础上,力求通过分析、归纳、总结、创新,找到当前农业转移人口就业的关键点和着力点,为解决当前农业转移人口的就业问题找到具备可行性的对策建议,这也是践行一名“三农”工作者的责任。
[Abstract]:In December 2013, in the crucial period of the construction of a well-off society, the central government solemnly convened a rural work conference, which made an in-depth analysis of the situation and tasks facing agriculture, rural areas and farmers' work at present and in the coming period. This paper comprehensively studies the important policy of further deepening rural reform and speeding up the pace of agricultural modernization in China, which indicates the direction of the work of "agriculture, rural areas and farmers" in the new period and is the spring rain of our "three rural" workers. With the rapid development of urbanization in China, the employment of farmers is a major problem encountered by local governments. On the one hand, under the influence of domestic industrial upgrading, the scale of labor-intensive industries is declining sharply; On the other hand, the lack of skills reserve and skill education of migrant workers in China, in the process of urbanization, the lack of skills of migrant workers encountered huge obstacles to employment. If this difficult problem can not be dealt with smoothly, it will make the work of agriculture, rural areas and farmers in our country face great hidden trouble. Based on the typical urban situation of Dawa County in Panjin City, this paper combines the characteristics of agricultural transfer population in Dawa County, Panjin City at present, and combs the literature on the present situation of agricultural transfer population at home and abroad. According to the reality of the work, first of all, a questionnaire reflecting the employment characteristics of the agricultural population in Dawa County is compiled. The questionnaire design focuses on the two bases of theory and policy, and formulates an outline of interviews. The first-hand survey data were obtained through the combination of questionnaire and interview. Secondly, on the basis of the statistics of the questionnaire and interview results, from the basic mode of employment, the post level of employment, the general income level of employment, the type of security for the aged, etc. This paper analyzes on the basic situation of the employment of the agricultural transfer population in Dawa County, summarizes the three characteristics of the employment pattern differentiation, the occupational level differentiation and the income change of the rural migrant population in Dawa County, and analyzes the causes of the above problems. Thirdly, on the basis of the actual situation of our own work, we put forward the measures to promote the employment of the agricultural transfer population, expand the employment path of the agricultural transfer population in many ways, and establish the social security mechanism of urban and rural overall planning. Countermeasures and suggestions to improve the employment ability of agricultural transfer population. Based on the extensive investigation in Dawa County, this paper tries to find out the key points and the key points of the employment of the current agricultural transfer population through analysis, induction, summary and innovation. In order to solve the employment problem of the current agricultural transfer population, it is the responsibility of a worker of agriculture, rural areas and farmers to find feasible countermeasures and suggestions.
