大洼县家庭农场发展案例研究

【摘要】：根据中央一号文件2013年和2014年连续两年提出发展家庭农场的要求,家庭农场已然成为当前我国农业生产发展的重要组织形式。家庭农场的实现是要以土地的集体所有,顺畅的土地流转以及专业化和机械化的农业生产为前提条件,从而实现农业增产增效、农村可持续发展、农民收入和生活水平提高。为此我们根据中央和辽宁省的发展战略,提出了建设大洼县家庭农场这一任务。大洼县作为辽宁省首家现代家庭农场的发源地,始终坚持农村土地承包经营权流转,促进土地集约化经营,加快构建新型农业经营体系,推动农业现代化发展,实现农业生产方式的改革创新,探索出符合本县县情、村情和民情的家庭农场新模式。本文主要系统梳理大洼县家庭农场建设情况,对家庭农场建设的背景条件、概念界定和特征以及实践情况进行了分析阐述,同时结合大洼县发展家庭农场的现状和日益显现的问题,对家庭农场建设实践中产生的问题有针对性地提出意见和建议。第一部分为绪论部分,主要是对论文的研究背景、研究目的和意义的介绍,同时通过大量的文献资料,对我国及美法日国家的家庭农场的研究情况进行总结整理和评述。第二部分为大洼县家庭农场发展概述,主要包括大洼县基本情况介绍,大洼县家庭农场发展规划和典型个案。第三部分为我省大洼县家庭农场发展案例分析,包括对规模经济和土地流转理论分析、我国及美法日国家的家庭农场发展概况,国内主要是介绍比较典型的如上海松江、浙江宁波、安徽郎溪的家庭农场；国外则分别以大型家庭农场的美国、中型家庭农场的法国和小型家庭农场的日本为例,还将大洼县可推广经验进行了总结,分析了目前大洼县家庭农场发展出现的问题。第四部分为大洼县家庭农场发展的基本思路和对策建议,从而让更多的农民更好地享受到家庭农场的发展带来的惠泽。
[Abstract]:According to the request of the first document of the Central Committee for the development of family farms in 2013 and 2014, family farms have become an important form of organization for the development of agricultural production in China. The realization of the family farm is based on the collective ownership of the land, smooth land circulation and specialized and mechanized agricultural production, so as to achieve the increase of agricultural production and efficiency, the sustainable development of rural areas, and the improvement of farmers' income and living standard. Therefore, according to the development strategy of the central government and Liaoning Province, we put forward the task of building family farm in Dawa County. As the birthplace of the first modern family farm in Liaoning Province, Dawa County has always adhered to the transfer of the right to contract management of rural land, promoted intensive management of land, accelerated the construction of a new agricultural management system, and promoted the development of agricultural modernization. To realize the reform and innovation of agricultural production mode and to explore a new model of family farm in accordance with the situation of county, village and people. This paper systematically combs the situation of family farm construction in Dawa County, and analyzes the background conditions, concept definition, characteristics and practice of family farm construction. At the same time, combining with the present situation of developing family farm in Dawa County and the problems appearing day by day, the paper puts forward some suggestions and suggestions on the problems arising in the practice of family farm construction. The first part is the introduction part, which mainly introduces the research background, purpose and significance of the paper. At the same time, it summarizes and reviews the research situation of family farms in our country and the United States, France and Japan through a lot of literature. The second part is an overview of family farm development in Dawa County, including the basic situation of Dawa County, family farm development planning and typical cases in Dawa County. The third part is the case study of family farm development in Dawa County of our province, including the theoretical analysis of scale economy and land circulation, the general situation of family farm development in China and the countries of the United States, France and Japan. Family Farm in Lang Xi, Ningbo, Zhejiang Province; In other countries, the United States of America with large family farms, France with medium family farms and Japan with small family farms are taken as examples. The experiences of Dawa County are summarized, and the problems in the development of family farms in Dawa County are analyzed. The fourth part is the basic ideas and countermeasures for the development of family farms in Dawa County, so that more farmers can enjoy the benefits brought by the development of family farms.
