一二三产业融合发展的问题与对策研究

【摘要】：一二三产业融合发展有助于促进农业增效、农民增收和农村繁荣。基于苏南地区农户的问卷调查与实地调研结果表明,影响一二三产业融合发展的主要问题包括:促进农民增收的利益机制尚未健全;对产业融合的内涵认识存在偏差;融合主体的核心竞争力有待培育;融合的公共服务体系亟须完善以及融合中金融支持服务仍显不足等。据此提出相关政策建议如下:加快建立"保底收益+后续分红"的利益机制;加快推进农村集体资产产权制度改革;加快培育多元化融合主体;加快建设基础设施和公共服务平台;加快创新金融扶持政策和方式;加快推进人才培育和乡村文化传承等。
[Abstract]:The integration of one, two and three industries helps to promote agricultural efficiency, farmers' income and rural prosperity. The results of questionnaire survey and field investigation in southern Jiangsu show that the main problems affecting the development of primary, secondary and tertiary industries are: the benefit mechanism to promote farmers' income is not perfect, the understanding of the connotation of industrial integration is biased; The core competitiveness of the fusion subject needs to be cultivated, the integrated public service system needs to be improved and the financial support service is still insufficient. Based on this, some policy suggestions are put forward as follows: to speed up the establishment of interest mechanism of "guarantee income follow-up dividend", to speed up the reform of rural collective asset property rights system, to speed up the cultivation of diversified fusion subject; We will speed up the construction of infrastructure and public service platforms; speed up the innovation of financial support policies and methods; and speed up the promotion of talent cultivation and the inheritance of rural culture.
