四川农民收入增长的现状及对策研究

【摘要】：自2004年以来,党和国家一直努力想法设法促进农业的良好发展,连续十三份旨在解决农业问题的“一号文件”是最好的证明。各级地方政府同样将解决三农问题、促进农民收入增长作为了其工作重点。同时,自二十世纪九十年代以来,众多学者从各自不同角度出发,针对农民增收问题提出了各自见解,这些研究成果为农民增收提供了丰富的理论依据和指导意见。四川是中国传统的人口与农业大省,而四川省省内人口中乡村人口一直以来都占总人口一半以上。作为人口构成的主力军,其收入能够稳定增长是确保四川省实现与全国同步全面建成小康社会的关键。笔者在查阅了国内外相关学者所著述的文献后,基于对四川省农民收入现状、农民收入结构变化的分析,并对四川省城乡居民收入情况与全国及国内其他部分省份城乡居民收入情况进行了对比分析,探讨了四川省农民收入增长遇到的障碍及问题,然后通过分析四川省农民提升的潜力空间,得出农民增收的有利与不利因素,并结合这些因素,提出了促进农民收入提升的具体的比较可行的建议,并针对提升四川省农村多余的劳动力转移到劳动力稀缺的城市,让农民获得比较高的稳定的工资性收入并过上幸福生活,提出了自己的看法。加快四川省城镇化发展步伐,如何发展现代农业与农业服务业推进农业发展,以促进农民收入构成中的经营性收入长效增长,如何通过体制机制创新以推进农民手中的土地承包经营权与林权加速稳定合理地流转以提升农民财产性收入,如何改善农业补贴政策与结构以提高农业补贴效率进而提高农民转移性收入提出了笔者个人政策建议。
[Abstract]:Since 2004, the party and government have been trying to find ways to promote the good development of agriculture, 13 consecutive documents to solve agricultural problems is the best proof. Local governments at all levels will also solve the issue of agriculture, rural areas and farmers, promoting the growth of farmers' income as its focus. At the same time, since the 1990s, many scholars have put forward their own opinions on increasing farmers' income from different angles. These research results provide rich theoretical basis and guidance for farmers' income increase. Sichuan is the traditional population and agricultural province in China, and the rural population in Sichuan Province has always accounted for more than half of the total population. As the main force of the population, the steady growth of its income is the key to ensure that Sichuan Province can build a well-to-do society in an all-round way simultaneously with the whole country. Based on the analysis of the current situation of farmers' income and the change of farmers' income structure in Sichuan Province, the author has consulted the literature written by relevant scholars at home and abroad. In addition, the income of rural and urban residents in Sichuan Province is compared with that of other provinces in China, and the obstacles and problems encountered in the growth of farmers' income in Sichuan Province are discussed. Then, by analyzing the potential space of farmers' promotion in Sichuan province, we can get the favorable and unfavorable factors of increasing farmers' income, and combine these factors, and put forward concrete and feasible suggestions to promote the increase of farmers' income. The author also puts forward his own views on promoting the transfer of surplus labor force from rural areas in Sichuan Province to cities where labor is scarce, so that farmers can obtain a relatively high and stable wage income and lead a happy life. To speed up the development of urbanization in Sichuan Province, and how to develop modern agriculture and agricultural services to promote agricultural development in order to promote the long-term growth of operating income in the composition of farmers' income, How to speed up the stable and rational circulation of land contractual management right and forest right in the hands of farmers through the innovation of system and mechanism in order to promote the peasants' property income? How to improve the policy and structure of agricultural subsidy in order to improve the efficiency of agricultural subsidy and then raise the transfer income of farmers, the author puts forward some personal policy suggestions.
