营口市种业发展现状、存在问题与对策研究

【摘要】：营口市是辽宁省种业发展大市,其农作物制种面积占全省的20%；注册资金500万元以上种子企业占全省的10%；水稻制种亩产和总产位居全省首位。随着新一轮现代种业深化改革的逐步深入,种业科技含量不高、种业发展后劲不足、种业体系建设不畅、种业管理机制不新等一系列问题渐浮水面。加快种业科技创新,推进种业改革迫在眉睫,本文作者结合自身工作性质,通过对营口种业发展现状的论述,从管理机构建设、新品种试验示范、种业信息统计、产供销形势分析、品种质量管理、种子市场现状和种子企业发展态势七个方面展开,对所发现的问题进行剖析,分别分别在政策倾向、品种研发、种业服务、科技创新、品牌提升和布局规划上进行建议和引导,探讨营口市种业全面深化改革的新思路,为营口市农业和农村经济的发展提供理论方向和战略参考。
[Abstract]:Yingkou City is a big developing city of seed industry in Liaoning Province. Its crop seed production area accounts for 20% of the province. The registered capital of more than 5 million yuan for seed enterprises accounts for 10% of the province's total yield and rice seed production per mu and total yield ranks first in the province. With the deepening of the new round of modern seed industry reform, a series of problems such as low scientific and technological content of seed industry, insufficient stamina of seed industry development, poor construction of seed industry system and new management mechanism of seed industry have gradually surfaced. It is urgent to speed up the scientific and technological innovation of seed industry and promote the reform of seed industry. The author combines the nature of his own work, discusses the present situation of seed industry development in Yingkou, from the management organization construction, the new variety test demonstration, the seed industry information statistics, Production, supply and marketing situation analysis, variety quality management, seed market status and development situation of seed enterprises are carried out in seven aspects. The problems found are analyzed in terms of policy tendency, variety research and development, seed industry service, scientific and technological innovation, respectively. In order to provide theoretical direction and strategic reference for the development of agriculture and rural economy in Yingkou City, suggestions and guidance on brand promotion and layout planning are carried out to explore the new ideas of comprehensively deepening the reform of seed industry in Yingkou City.
