中国农民专业合作社发展中的政策支持问题研究

【摘要】：农民组织化程度低,对我国构建新型农业生产经营体系,调动各涉农主体积极参与解决“三农”问题造成了一定程度的障碍。农民专业合作社,是在我国农村经济体制改革过程中逐渐成长起来的新型农村合作经济组织,已被理论研究和实践经验证明对于推动农民组织化程度提升、农业提质增效、农村和谐发展作用巨大。目前,我国各级政府对如何扶持农民专业合作社发展正处于探索之中。农民专业合作社支持政策的制订、执行、监督等政策过程的各个环节无不暴露出一些亟待解决的问题。对于农民专业合作社政策过程中各个环节存在的种种影响因素的解读,可以为完善农民专业合作社支持政策提供系统的思路。本文首先对农民专业合作社的政府支持政策相关基本理论进行概述,梳理合作社理论和政策过程理论的相关内容,构成了本项研究的起点。其次,通过对改革开放以来有关政策文本的梳理,解析我国改革开放以来农民合作社的政策变迁,以史为鉴,为未来农民专业合作社的政策制订提供参考。再次,通过现行农民合作社政策支持体系的实际运行情况,对现行农民专业合作社支持政策的实施效果进行评价,并对存在的问题及其成因进行归纳分析。最后,通过介绍美国、德国、日本、印度等国家的农业合作社扶持政策,从中得出经验教训及对我国发展农民专业合作社的启示；在此基础上,提出农民专业合作社支持政策改进的基本思路和具体的政策措施。
[Abstract]:The low degree of organization of farmers has caused some obstacles to the construction of a new agricultural production and management system in China and the active participation of various agricultural subjects in solving the problems of agriculture, rural areas and farmers. Farmers' specialized cooperatives, a new type of rural cooperative economic organization, have been proved by theoretical research and practical experience to promote farmers' systematization, improve agricultural quality and increase efficiency, which is a new type of rural cooperative economic organization which has gradually grown in the process of rural economic system reform in our country, and has been proved by theoretical research and practical experience. Harmonious development in rural areas plays a huge role. At present, the government at all levels of our country is exploring how to support the development of farmers' professional cooperatives. In the process of policy making, implementation and supervision, some problems need to be solved are revealed. The interpretation of all kinds of influencing factors in the process of farmers' professional cooperative policy can provide a systematic way of thinking for the improvement of farmers' professional cooperative support policy. This paper first summarizes the relevant basic theories of government support policies of farmers' professional cooperatives, combs the relevant contents of cooperative theory and policy process theory, and constitutes the starting point of this study. Secondly, through combing the relevant policy texts since the reform and opening up, this paper analyzes the policy changes of farmers' cooperatives since the reform and opening up in China, taking history as a mirror to provide reference for the future policy formulation of farmers' specialized cooperatives. Thirdly, through the actual operation of the current farmer cooperative policy support system, this paper evaluates the implementation effect of the current farmers' professional cooperative support policy, and summarizes and analyzes the existing problems and their causes. Finally, by introducing the supporting policies of agricultural cooperatives in the United States, Germany, Japan, India and other countries, the author draws lessons from the experience and the enlightenment to the development of farmers' specialized cooperatives in China. On this basis, this paper puts forward the basic ideas and concrete policy measures to support the policy improvement of farmers' professional cooperatives.
