不同模式下的发达国家农产品质量安全监管经验与启示

【摘要】：本文将农产品质量安全监管模式分为以美国、加拿大为代表的相对松散型的农产品质量安全监管模式,以日本、韩国为代表的相对集中型的农产品质量安全监管模式,以澳大利亚、新西兰为代表的联合型的农产品质量安全监管模式,以英国、荷兰等欧盟成员国为代表的双重型的农产品质量安全监管模式4类。首先研究不同模式下典型国家农产品质量安全监管机构设置、法律法规、风险控制和公共治理等方面的具体经验与做法,进而对4种不同监管模式进行了比较,在此基础上,提出了中国农产品质量安全监管体系建设的政策建议,以期为中国农产品质量安全监管机制的进一步优化提供有益借鉴。
[Abstract]:In this paper, the quality and safety supervision model of agricultural products is divided into the relatively loose model represented by the United States and Canada, and the relatively centralized supervision mode of agricultural product quality and safety represented by Japan and South Korea. Australia, New Zealand as the representative of the United model of agricultural product quality and safety supervision model, the United Kingdom, the Netherlands and other European Union member countries as the representative of the dual agricultural product quality and safety regulatory model 4 categories. First of all, this paper studies the specific experiences and practices in the establishment of regulatory agencies, laws and regulations, risk control and public governance of agricultural product quality and safety in typical countries under different models, and then compares four different modes of supervision, on the basis of which, This paper puts forward some policy suggestions on the construction of quality and safety supervision system of agricultural products in China in order to provide useful reference for the further optimization of the supervision mechanism of quality and safety of agricultural products in China.
