柳州市新型农村经济组织及其在茶叶产业化中的作用

【摘要】：柳州市拥有得天独厚的自然和茶叶资源优势,十分有利于茶叶产业化的发展。近年来,柳州市茶叶产业发展迅猛,成为当地农业优势产业之一。然而,柳州市茶叶产业发展优势发挥还不充分,提升空间巨大。另一方面,近年来我国新型农村经济组织活跃,这些组织在农业产业化发展中的作用日益突显。然而,有关柳州市茶叶产业新型农村经济组织及其作用的研究很少。为了充分发挥柳州市茶叶产业优势、促进柳州茶叶产业及其新型农村经济组织的发展,本研究采用文献分析、问卷调查、案例分析等方法,对柳州市新型农村经济组织现状、特点、组织形式及其在茶叶产业化发展中的作用进行了探讨,同时分析了柳州市茶叶产业和新型农村经济组织发展中存在的问题,提出了完善这些组织的建议。近年来,柳州市茶业协会、三江县东竹茶叶生产专业合作社、融水县苗香茶叶专业合作社、三江县布央村茶叶专业合作社等多种形式新型农村经济组织不断发展壮大,在茶叶产业化发展过程中发挥了重要作用：(1)促进茶叶产业化发展；(2)提高农民收入水平；(3)增强抵御风险的能力；(4)促进茶叶品质提高和优势、特色茶叶品牌的打造；(5)提高农民素质。柳州市新型农村经济组织发展存在以下不足之处：(1)组织规模小、覆盖面窄、经营模式单一,示范作用不强；(2)合作组织内茶叶生产标准化程度仍然较低：(3)内部管理机制、利益分配机制不健全；(4)人才资源匮乏,制约经济组织发展。针对柳州市新型农村经济组织及茶叶产业化发展中存在的问题,建议采取以下相应的对策：(1)合理引导,扩大经营范围、拓展销售渠道；(2)提高合作组织内茶叶生产标准化程度；(3)完善内部管理制度及利益分配制度；(4)加强人才培养,大力培育新型职业农民。
[Abstract]:Liuzhou City has unique natural and tea resources advantages, which is very conducive to the development of tea industrialization. In recent years, Liuzhou tea industry has developed rapidly and become one of the local agricultural dominant industries. However, Liuzhou tea industry development advantages are not enough, promotion space is huge. On the other hand, in recent years, the new rural economic organizations in China are active, and these organizations play an increasingly prominent role in the development of agricultural industrialization. However, there are few studies on the new rural economic organization and its function of tea industry in Liuzhou City. In order to give full play to the advantages of Liuzhou tea industry and promote the development of Liuzhou tea industry and its new rural economic organizations, this study adopts the methods of literature analysis, questionnaire investigation, case analysis and so on to analyze the present situation of Liuzhou new rural economic organizations. This paper probes into the characteristics, organizational forms and their functions in the development of tea industrialization, analyzes on the problems existing in the development of tea industry and new rural economic organizations in Liuzhou City, and puts forward some suggestions for perfecting these organizations. In recent years, Liuzhou Tea Association, Sanjiang County Dongzhu Tea production Professional Cooperative, Rongshui County Miao Xiang Tea Professional Cooperative, Sanjiang County Buyang Village Tea Professional Cooperative and other new forms of rural economic organizations continue to develop and grow. It has played an important role in the development of tea industrialization: (1) promoting the development of tea industrialization; (2) improve the income level of farmers; (3) enhance the ability to resist risks; (4) promote the improvement and advantages of tea quality, the building of characteristic tea brands; (5) improve the quality of farmers. There are the following shortcomings in the development of new rural economic organizations in Liuzhou City: (1) the scale of the organization is small, the coverage is narrow, the management model is single, and the demonstration function is not strong; (2) the standardization degree of tea production in the cooperative organization is still low: (3) the internal management mechanism is not perfect, and (4) the human resources are scarce, which restricts the development of economic organizations. In view of the problems existing in the development of new rural economic organization and tea industrialization in Liuzhou City, the following corresponding countermeasures are suggested: (1) reasonable guidance, expansion of business scope and expansion of sales channels; (2) to improve the standardization of tea production in cooperative organizations; (3) to improve the internal management system and benefit distribution system; (4) to strengthen the training of talents and vigorously cultivate new professional farmers.
