广东省农业机械购置补贴政策实施效果研究

【摘要】：农业补贴,是世界上许多国家与地区普遍采取的一项重要的农业支持政策,其目的在于保护与促进本国的农业发展,保障本国的粮食安全。农业机械购置补贴是农业补贴的重要组成部分。从2004年我国开始实施农业机械购置补贴政策以来,在中央和地方财政的支持下,增加了农业机械保有量,提高了农业机械化水平,促进了农业机械服务组织的发展,增加了农民的收入,提高了农民从事农业生产的积极性,为促进我国农业现代化建设发挥了重要作用。广东省坚决贯彻和落实中央的农业机械购置补贴政策,10多年来,补贴资金不断增加,补贴范围不断扩大,补贴农业机械具的类型也不断增多,为提高广东省农业机械化水平,促进广东农业发展发挥了重要作用。但在农业机械购置补贴政策实施过程中仍然存在一些问题,如农业机械购置补贴政策过分依赖财政,农业机械购置补贴覆盖率不高,补贴资金不足等。本文以广东省农业机械购置补贴政策为主要内容,主要开展了以下研究工作:(1)分析了发达国家农业机械购置补贴政策的实施情况和实施效果。以美国、澳大利亚、日本和韩国的农业机械购置补贴政策为主要研究对象,分析并借鉴这些国家在农业机械购置补贴政策实施过程中成功的经验,结合我国和广东省的基本情况,提出要进一步完善适应于广东省现阶段的农业机械推广政策,充分发挥广东作为经济发展地区的后发优势,采用多种配套政策,实现广东省农业机械化的跨越式发展。(2)分析了我国农业机械购置补贴政策的基本情况。介绍了我国农业机械购置补贴政策的出台背景;以2015年农业部和财政部联合印发的《2015-2017年农业机械购置补贴实施指导意见》为例,介绍了我国农业机械购置补贴政策的主要内容;分析了我国农业机械购置补贴政策的实施情况和实施效果;总结了我国农业机械购置补贴政策实施中存在的问题,为分析广东省农业机械购置补贴政策提供了依据。(3)分析了广东省农业机械购置补贴政策的基本情况。介绍了广东省农业机械购置补贴政策的对象和范围、补贴标准、补贴流程以及补贴工作管理;分析了广东省农业机械购置补贴政策的实施效果;指出了广东省农业机械购置补贴政策实施中存在的一些问题,如:申请购机补贴的手续环节多、补贴机具的种类和资金额度无法满足实际生产的需要、决策不科学、执行不到位等。(4)采用数据包络分析(DEA分析)方法分析了广东省农业机械购置补贴政策。运用基于DEA分析中的CCR模型,利用DEAP2.1软件,以2014年为例,分析了广东省20个地市区农业机械装备结构的相对效率及其存在的问题,运用CCR模型中的内部算法成本效率(Cost)模型计算出最优农业机械装备结构配备方案,提出广东省农业机械购置补贴政策的优化方案。(5)提出了进一步完善广东省农业机械购置补贴政策的建议。根据广东省各地区的经济发展水平和农业生产特点,提出了完善农业机械购置补贴的范围、多渠道筹集农业机械购置补贴资金、鼓励成立农业机械专业服务组织、加强对农民使用农业机械技能的培训和加强监管等建议,以构建起内容科学、资金充裕和实施效果良好的农业机械购置补贴政策体系。
[Abstract]:Agricultural subsidies are an important agricultural support policy widely adopted in many countries and regions in the world, with the aim of protecting and promoting national agricultural development and ensuring food security in the country. The purchase of agricultural machinery is an important part of agricultural subsidies. Since the introduction of the agricultural machinery purchase subsidy policy in 2004, with the support of the central and local finance, the quantity of agricultural machinery is increased, the agricultural mechanization level is improved, the development of the agricultural machinery service organization is promoted, the income of the farmers is increased, It is important to improve the enthusiasm of the farmers in the agricultural production and to play an important role in the construction of the agricultural modernization in China. in ord to improve that level of agricultural mechanization in Guangdong province, The promotion of Guangdong's agricultural development has played an important role. However, there are still some problems in the implementation of the agricultural machinery acquisition and subsidy policy, such as the excessive dependence of the agricultural machinery purchase subsidy policy on the finance, the low subsidy coverage of the agricultural machinery, the insufficient subsidies and so on. Based on the subsidy policy of agricultural machinery in Guangdong province, this paper mainly carries out the following research work: (1) The implementation and effect of the subsidy policy for agricultural machinery of developed countries are analyzed. Taking the agricultural machinery acquisition and subsidy policy of the United States, Australia, Japan and Korea as the main research object, this paper analyzes and draws on the successful experience of these countries in the implementation of the subsidy policy for agricultural machinery, in combination with the basic situation of China and Guangdong, It is proposed to further improve the agricultural machinery extension policy which is suitable for the current stage of Guangdong Province, and give full play to the post-development advantage of Guangdong as the region of economic development, and adopt a variety of supporting policies to realize the great-leap-forward development of the agricultural mechanization in Guangdong. (2) The basic situation of China's agricultural machinery purchase subsidy policy is analyzed. This paper introduces the background of China's agricultural machinery purchase subsidy policy, and introduces the main contents of China's agricultural machinery purchase subsidy policy in 2015-2017 by the Ministry of Agriculture and the Ministry of Finance. The implementation and effect of agricultural machinery purchase subsidy policy in China are analyzed, and the problems existing in the implementation of China's agricultural machinery purchase subsidy policy are summarized, and the basis for analyzing the subsidy policy for agricultural machinery acquisition in Guangdong Province is provided. (3) The basic situation of agricultural machinery purchase subsidy policy in Guangdong province is analyzed. The article introduces the object and scope of the subsidy policy for agricultural machinery purchase in Guangdong province, the subsidy standard, the subsidy process and the subsidy work management, analyzes the effect of the agricultural machinery purchase subsidy policy in Guangdong, and points out some problems in the implementation of the subsidy policy for agricultural machinery purchase in Guangdong province. For example, in the process of applying for the subsidy of the purchase machine, the type and the amount of the subsidy machine cannot meet the needs of the actual production, the decision is not scientific, the execution is not in place, etc. (4) The data envelopment analysis (DEA) method is used to analyze the subsidy policy for the purchase of agricultural machinery in Guangdong Province. Based on the CCR model in DEA analysis, the relative efficiency and the existing problems of the structure of agricultural machinery equipment in 20 cities in Guangdong province were analyzed by using DEAP2.1 software as an example. By using the cost efficiency (Cost) model of the internal algorithm in the CCR model, the optimal scheme of the optimal agricultural machinery equipment structure is calculated, and the optimization scheme of the subsidy policy for the purchase of agricultural machinery in Guangdong Province is put forward. (5) The suggestion to further improve the subsidy policy of agricultural machinery in Guangdong province is put forward. according to the economic development level and the characteristics of the agricultural production in various regions of Guangdong Province, the scope of improving the purchasing subsidies of the agricultural machinery is put forward, the subsidy funds for the purchase of agricultural machinery are raised through various channels, and the professional service organizations of the agricultural machinery are encouraged to set up, To strengthen the training and supervision and other suggestions on the use of agricultural machinery skills for farmers, so as to build a system of agricultural machinery acquisition and subsidy which has good content science, abundant capital and good implementation effect.
