江西省农村最低生活保障制度实施现状研究

【摘要】：2006年农村最低生活保障制度(以下简称农村低保)开始在江西部分县市进行试点,2007年全面铺开,到2015年农村低保工作持续稳步推进。虽然江西省农村低保实施只有9年时间,但其积极效果和深远影响已初步显现。目前农村低保保障标准不断提高,覆盖范围不断扩大,不仅切实保障了农村困难群众的基本生活,缩小农村贫富差距,从深层次上分析农村低保的有效运行也有利于促进农村经济发展,维护农村社会稳定,从国家和社会层面来看,农村低保的有效实施有利于维护社会公正,促进社会主义和谐社会建设。但农村低保制度在实施过程中也存在很多问题,例如低保工作管理不规范、低保对象家庭经济情况鉴定困难、资金投入使用不足、补差水平偏低等。本文首先结合实地调研情况分析江西省农村低保实施情况,介绍江西省农村低保制度的发展进程、实施成效及主要做法,并结合学术界研究成果进行思考,探析江西省农村低保发展中存在的问题,并通过思考得出解决这些问题应该采取的措施。本文认为解决农村低保问题,需要找到科学界定农村居民收入核算的方法,尽量使农村低保制度与其他救助制度脱钩,还应该要加强低保制度的宣传和信息公开,防止错保漏保,并根据经济发展水平,不断调整全省农村低保指标,并落实低保工作经费和人员配置,确保农村低保工作顺利开展。
[Abstract]:In 2006, the rural minimum living security system (hereinafter referred to as the rural minimum living security system) began to be piloted in some counties and cities in Jiangxi Province, spread out in 2007, and the rural minimum living security work continued to advance steadily by 2015. Although it has only been 9 years since the implementation of rural minimum security in Jiangxi Province, its positive and far-reaching effects have initially appeared. At present, the standard of minimum security in rural areas has been continuously raised and the coverage has been continuously expanded, which has not only effectively guaranteed the basic life of the people in need in rural areas, but also narrowed the gap between the rich and the poor in rural areas. From a deep level, the effective operation of rural minimum security is also conducive to promoting rural economic development and maintaining rural social stability. From the national and social levels, the effective implementation of rural minimum security is conducive to the maintenance of social justice. We will promote the construction of a harmonious socialist society. However, there are also many problems in the implementation of the rural minimum security system, such as the non-standard management of the minimum security work, the difficulty of identifying the economic situation of the families of the minimum security target, the insufficient use of funds, and the low level of compensation, and so on. First of all, this paper analyzes the implementation of rural minimum security in Jiangxi Province, introduces the development process, implementation effectiveness and main practices of the rural minimum security system in Jiangxi Province, and ponders over the research results of academic circles. This paper probes into the problems existing in the development of rural minimum security in Jiangxi Province, and obtains the measures that should be taken to solve these problems. This paper holds that to solve the problem of rural minimum security, it is necessary to find a scientific method to define the income accounting of rural residents, to de-link the rural minimum security system from other relief systems as far as possible, and to strengthen the publicity and information disclosure of the minimum security system. To prevent mistakes and omissions, and according to the level of economic development, constantly adjust the rural minimum security indicators of the province, and implement the funds and staffing of the minimum security work to ensure the smooth development of the rural minimum security work.
