农业供给侧结构性改革的内在逻辑及推进路径

【摘要】：本文从梳理和界定农业供给侧结构性改革的内涵入手,认为当前出现的农业库存、成本、效益、基础设施等方面的问题只是供给侧的表征,要素生产率不高以及配置结构不合理才是问题背后的驱动因素。因此,推进农业供给侧结构性改革,一方面要以提升要素质量、促进要素流动、实现要素有效配置为核心,着力完善土地、劳动力、资本、技术等要素供给;另一方面要以农业生产经营体制机制创新和农业经营业态创设为核心,着力推进制度完善和高效供给。
[Abstract]:Starting with combing and defining the connotation of agricultural supply-side structural reform, this paper holds that the current problems in agricultural inventory, cost, benefit and infrastructure are only the representation of supply-side, and the low factor productivity and unreasonable allocation structure are the driving factors behind the problem. Therefore, to promote the structural reform of agricultural supply side, on the one hand, we should improve the quality of factors, promote the flow of elements, realize the effective allocation of factors, focus on perfecting the supply of land, labor force, capital, technology and other factors; on the other hand, we should focus on the innovation of agricultural production and management system and the creation of agricultural management form as the core, and strive to promote institutional perfection and efficient supply.
