河源市农村实用人才开发研究
[Abstract]:As one of the major agricultural cities in Guangdong Province, agriculture has always been the main driving force of economic growth in Heyuan City. In recent years, the Heyuan Municipal Party Committee and the municipal government have conscientiously implemented the spirit of the first document of the Central Committee, closely revolved around the core task of "increasing agricultural efficiency, increasing farmers' income, and stabilizing the countryside", speeding up the process of agricultural modernization in the whole city, and promoting the all-round construction of a well-off society. However, the development of agriculture and countryside in the whole city is accompanied by a series of problems, such as the unreasonable structure of practical talents in rural areas, the urgent need to improve the overall quality of practical talents in rural areas, the low attractiveness of rural environment, and the weak pertinence of related training. The emergence of this series of problems restricts the development of agricultural modernization in the city and is not conducive to the construction of a new socialist countryside. Therefore, how to build a high-quality rural practical personnel team based on the reality of Heyuan has become a prerequisite for the city to take the lead in realizing agricultural modernization. On the basis of deeply understanding the related concepts and theories of rural practical talents, based on the theory of human capital, this paper comprehensively understands the present situation of rural practical talents in Heyuan City by means of questionnaire, interview and investigation. At present, the total number of practical talents in rural areas of the city is small, the proportion of planting talents is large, and the number of entrepreneurial talents returning to the countryside is increasing year by year. Although rural practical talents play an important role in the process of rural development and agricultural modernization in Heyuan City, the number of enterprise management talents, farmers' professional cooperative organization leaders and skill-driven talents, which are the most needed in the city, is insufficient, and the technical level and cultural level of talents still need to be improved. In the future, Heyuan City should firmly establish the scientific concept of talent, implement the strategy of giving priority to talent development, gradually solve the problems existing in the development of rural practical talents in Heyuan City by strengthening the construction of relevant system and mechanism, increasing the strength of various funds, speeding up the construction of scarce talents, perfecting the management system of rural practical talents, constructing the training system of rural practical talents, and arousing the enthusiasm for talent entrepreneurship and employment. Promote the agricultural modernization and economic development of the whole city.
