农民土地财产性收入的理论构建——定义、特征、功能、计量

【摘要】：为了正本清源,明晰农民土地财产性收入的内涵,文中运用文献研究方法和经济理论推导的方法,构建了农民的土地财产性收入的理论体系,明确了农村土地财产性收入的概念、特征、构成要素及计量方法。研究结果表示:1)农民土地财产性收入是农民对其拥有的土地产权发生在让渡过程中获取的非生产性收入。2)农民土地财产性收入具有依赖性、多样性、计量复杂性和不确定性等特征。3)农民土地财产性收入的功能定位为巩固农村土地集体所有制的重要方式,深化农村土地制度改革的重要体现,促进现代农业转型的重要途径,缩小城乡贫富差距的重要措施。4)土地产权让渡条件不同,农民土地财产性收入构成要素不同。在要素分析的基础上,设计了农民土地财产性收入的计量方法。对于指导农民土地财产性收入政策制订和具体操作具有重要的现实意义。
[Abstract]:In order to clear the source and clarify the connotation of farmers' land property income, this paper constructs the theoretical system of farmers' land property income by using the methods of literature research and economic theory derivation, and clarifies the concept, characteristics, constituent elements and measurement methods of rural land property income. The results show that: 1) Farmers' land property income is the unproductive income obtained by farmers in the process of transferring their land property rights. 2) Farmers' land property income has the characteristics of dependence, diversity, econometric complexity and uncertainty. 3) the function of farmers' land property income is an important way to consolidate the collective ownership of rural land. The important embodiment of deepening the reform of rural land system, the important way to promote the transformation of modern agriculture, and the important measures to narrow the gap between rich and poor in urban and rural areas. 4) the conditions of land property right transfer are different, and the constituent elements of farmers' land property income are different. On the basis of factor analysis, the measurement method of farmers' land property income is designed. It is of great practical significance to guide the formulation and operation of farmers' land property income policy.
