湖南省农产品质量安全问题研究

【摘要】：农产品质量安全问题关系到人民群众的切身利益,是我国经济建设的保障,维系了社会的稳定。近年来我国相继出现了多起农产品质量安全问题,引起了业内和社会上的广泛关注。包括“毒大米、瘦肉精、毒面粉”等食品安全问题已经严重影响了我国的经济发展和人民生活水平的提高。所以保障农产品的质量安全,加强对农产品质量安全的监管成了当前主要任务。十八大以来,湖南省也随中国经济进入了经济新常态的新阶段,紧跟全面深化改革的步调。目前湖南省现阶段各项事业快速发展,农产品质量安全问题越来越突出,保证农产品质量安全成为了目前政府工作重中之重。农产品质量安全不仅关系到湖南省农产品的竞争力,也关系到人民群众的身体健康和生命安全。在经济新常态的大背景下,提高全省农产品质量安全是湖南省实现科学发展的应有之义。本文主要以湖南省农产品质量安全的现状、存在问题以及产生原因为研究内容,阐述湖南省农产品质量安全目前现状,剖析目前存在的主要问题及原因,并结合国外农产品质量安全管理体系的启示,提出包括加强产地和生产过程质量控制,加强生产经营者道德观念,建立农产品质量安全信用体系,完善农产品安全监管体制和法律法规体系,健全农产品质量安全标准体系,树立科学的消费观念等六个方面的对策建议,以期对湖南省农产品质量安全问题的解决达到标本兼治的效果。
[Abstract]:The quality and safety of agricultural products is related to the vital interests of the people, is the guarantee of economic construction in our country, and maintains the stability of society. In recent years, there have been many problems in the quality and safety of agricultural products in China, which have aroused widespread concern in the industry and society. Food safety problems, such as poisonous rice, lean meat essence and poisonous flour, have seriously affected the economic development of our country and the improvement of people's living standard. Therefore, to ensure the quality and safety of agricultural products and strengthen the supervision of quality and safety of agricultural products has become the main task at present. Since the 18th National Congress of the Communist Party of China (CPC), Hunan Province has entered a new stage of the new normal of the economy with the Chinese economy, closely following the pace of deepening the reform in an all-round way. At present, with the rapid development of various undertakings in Hunan Province, the problem of quality and safety of agricultural products is becoming more and more prominent, and ensuring the quality and safety of agricultural products has become the most important work of the government at present. The quality and safety of agricultural products is not only related to the competitiveness of agricultural products in Hunan Province, but also related to the health and safety of the people. Under the background of the new normal of economy, improving the quality and safety of agricultural products in Hunan Province is the proper meaning to realize the scientific development of Hunan Province. Based on the present situation, existing problems and causes of agricultural product quality and safety in Hunan Province, this paper expounds the present situation of agricultural product quality and safety in Hunan Province, analyzes the main problems and causes, and combined with the enlightenment of foreign agricultural product quality and safety management system, puts forward some suggestions, including strengthening the quality control of producing area and production process, strengthening the moral concept of producers and operators, and establishing the credit system of agricultural product quality and safety. In order to solve the problem of quality and safety of agricultural products in Hunan Province, six countermeasures and suggestions, such as perfecting the supervision system and laws and regulations system of agricultural products safety, perfecting the quality and safety standard system of agricultural products, and establishing scientific consumption concept, are proposed in order to solve the problem of quality and safety of agricultural products in Hunan Province.
