加快推进湖北省优势区域健康农业开发问题研究

【摘要】：随着人们对环境质量的重视和食品安全的追求,健康农业发展形态呼之欲出。健康农业是伴随生态农业的兴起及发展而产生的,以提供并满足消费者对农产品安全营养健康的需求为使命的可持续农业发展新形式。实践中,健康农业发展的核心是种养一体化循环农业发展模式。湖北作为全国著名的"鱼米之乡"和重要的粮食主产省份,具有在全国率先推行健康农业开发的先天优势。根据现代农业发展规律、农业资源禀赋条件、农业经济和农村社会发展水平等因素,将湖北省划分为江汉平原健康农业推进区、鄂北岗地健康农业推进区和鄂东大别山健康农业推进区三大优势农业产区,并有针对性地提出了适宜三类区域发展的健康农业运行模式,分别是江汉平原区稻渔(禽)共生健康农业推进模式、鄂北岗地区粮畜(禽)互利种养一体化模式、鄂东大别山区畜(禽)经共作种养一体化模式。最后从明确健康农业开发的基本内容、设立健康农业开发的组织机构、制定健康农业开发的管理规范、应对健康农业开发的潜在影响等方面给出了湖北省健康农业有序开发的推进策略。
[Abstract]:With the attention of people to environmental quality and the pursuit of food safety, the development form of healthy agriculture is about to emerge. Healthy agriculture is a new form of sustainable agricultural development with the rise and development of ecological agriculture, which aims to provide and meet the needs of consumers for the safety, nutrition and health of agricultural products. In practice, the core of healthy agricultural development is the development model of planting and cultivation integrated circular agriculture. Hubei, as a famous "hometown of fish and rice" and an important province of grain production, has the innate advantages of taking the lead in carrying out healthy agricultural development in the whole country. According to the law of modern agricultural development, the condition of agricultural resource endowment, the level of agricultural economy and rural social development, Hubei Province is divided into three dominant agricultural areas: Jianghan Plain healthy Agricultural Promotion area, Northern Hubei Port Health Agricultural Promotion area and Dabie Mountain healthy Agricultural Promotion area in Eastern Hubei Province, and the operation mode of healthy agriculture suitable for the development of the three types of regions is put forward. They are the promotion mode of rice and fishery (poultry) symbiotic healthy agriculture in Jianghan Plain, the integration model of mutually beneficial planting and raising of grain and livestock (poultry) in the north of Hubei Province, and the integration mode of planting and raising of livestock (poultry) in Dabie Mountain area of eastern Hubei Province. Finally, the promotion strategy of healthy agricultural development in Hubei Province is given from the aspects of defining the basic contents of healthy agricultural development, establishing the organization of healthy agricultural development, formulating the management norms of healthy agricultural development, and dealing with the potential impact of healthy agricultural development.
