【摘要】：长期以来,城市经济转型是城市发展过程中的必经之路。天山北坡经济带作为新疆重点开发的区域之一,又是我国丝绸之路经济带核心区建设的重点沿线经济带,在城市经济转型的新目标和新要求下,如何从城市以往的发展道路中摆脱出来,实现区域经济的飞速增长是一个热议的话题。本文通过城市经济转型发展的目标与特色,围绕全面、协调、可持续的科学发展观构建转型成效评价指标体系,从新疆天山北坡经济带城市经济转型现状分析入手,进一步测算了新疆天山北坡经济带城市经济转型成效水平,并对其转型成效水平做了耦合协调性分析,挖掘提升城市经济转型成效的关键因素,以期为城市的转型发展提供合理化建议。本文共分为五个部分:第一部分为绪论。介绍了新疆天山北坡经济带城市经济转型的研究背景及意义,并归纳总结了国内外学者对转型研究所做的相关成果,确立了本文的研究内容和思路。第二部分为概念界定与理论基础。对转型的相关概念进行了阐释,并界定了城市经济转型的内涵以及转型的目标要求;论述了城市经济转型发展的相关理论,为实证研究奠定基础。第三部分为新疆天山北坡经济带城市经济转型发展的现状评析。通过对天山北坡经济带研究范围的界定,从转型发展的现状和转型中存在的问题这两个方面对新疆天山北坡经济带城市经济转型的实际情况进行了全面、系统的把握。第四部分为新疆天山北坡经济带城市经济转型成效研究的实证部分。首先根据城市经济转型的内涵,确立了天山北坡经济带城市经济转型成效评价的基本内容,从转型动力和转型绩效两个方面,构建了城市经济转型的理论框架,形成了天山北坡经济带城市经济转型成效的评价指标体系,运用熵权TOPSIS综合评价法和耦合协调度模型对北坡城市的转型成效进行了全面的分析。第五部分为结论与政策建议。首先从提升天山北坡经济带城市经济转型成效水平和促进天山北坡经济带区域转型成效的协调发展这两个方面提出了合理化建议,然后对研究结论进行了总结,指出了本文的创新点与不足之处。通过研究,本文得出了以下主要结论:1.新疆天山北坡经济带城市经济转型动力逐年增强,但区域差异较大。2.新疆天山北坡经济带绩效系统的转型成效水平提升空间较大,虽然转型成效稳中有升,加快了整体转型的步伐,但转型成效的水平值较低。此外,通过转型成效的协调性分析发现:3.新疆天山北坡经济带动力系统与绩效系统转型成效的协调性水平有待提高,动力系统与绩效系统耦合协调度在濒临失调与勉强协调的区间内变化,协调性水平相对较低。4.新疆天山北坡经济带转型绩效系统中经济—社会—环境三个子系统的协调性水平总体偏低,始终处于轻度失调的状态,整体状况不容乐观。5.天山北坡经济带各城市动力系统与绩效系统的协调发展制约因素以及绩效系统中经济—社会—环境子系统的协调发展制约因素均存在差异。
[Abstract]:For a long time, city economic transformation is the only way which must be passed in the process of city development. The Northern Slope Economic Zone Xinjiang as one of the key development area, is also the focus of China's Silk Road Economic Zone along the core area of the construction of the economic zone in the city, the economic transformation of the new goals and new requirements, how to get out from the development of city road in the past, the rapid growth of regional economy is a hot topic. This paper targets and characteristics, economic restructuring and development around the city comprehensive, coordinated, sustainable construction of Scientific Outlook on Development transformation effectiveness evaluation index system, from the analysis of status quo of economic transformation of city economic belt on the northern slope of the Tianshan Mountains in Xinjiang, further estimates the northern slope of Tianshan Mountain of Xinjiang economy with the city economic transformation effect level, and analyzed the coupling coordination on the effectiveness of the transformation, the key to enhance the effectiveness of mining city economy transformation for Su, provide reasonable suggestions for the transformation and development of the city. This paper is divided into five parts: the first part is introduction. Introduces the research background and significance of the Xinjiang Tianshan Belt of Northern Slope Economic City Economic Transformation, and summarizes the relevant achievements of scholars at home and abroad to study the transformation, the research content and the idea of this. The second part is the definition and theoretical basis. The concepts related to the transformation of the interpretation, and defines the connotation of city economic transformation and the transformation of the objectives and requirements; discusses the relevant theories of economic restructuring and development of the city, to lay the foundation for the empirical research. The third part is the current situation of the development of the city economic transformation of economy Xinjiang Tianshan.
