【摘要】：工程建设可行性研究在工程实施的前期工作中占有极为重要的地位，是一种广泛应用的工程技术论证方法，可行性研究的成果直接关系到工程决策的成败，在具有投资大、投资风险高、技术复杂程度高、建设投资时间长及建设过程不可逆性的工程中，是一项重要工作。本文以黑龙江省讷河市西出口公铁立交桥(跨越齐齐哈尔至漠河铁路)工程可行性研究为研究对象，根据项目的自身特点，从经济、技术、环保、交通量等不同方面对该项目进行可行性研究论证。本文较为系统的介绍了可行性研究的目的、意义、内容和具体操作方法。首先对建设项目区域情况的介绍，从项目概况、影响区域经济的社会发展现状、交通运输现状及发展趋势、项目所在环境的总体与区域路网规划、本项目在区域路网中地位作用等几个方面进行了分析研究。然后在对建设区域基本情况研究的基础上，对工程相关道路现状交通量进行调查与分析，通过交通量预测的理论和方法，，得到分析结果，为项目建设提供参考和依据。最后从技术标准、建设条件、建设方案比选与工程规模出发，研究论证讷河西出口公铁立交桥工程项目建设的技术可行性和合理性。通过对项目资产的估算，设计具体实施方案，在具体数据基础上得到项目经济合理性的研究。同时从经济、土地利用、工程环境、节能已及对社会影响等几个方面，论述工程项目对周边环境和国民经济的影响。本文从工程项目可行性研究理论出发，通过项目论证和数据分析，对讷河市公铁立交桥项目的工程可行性问题进行科学估算，并根据估算结果提出解决方案和相关建议，确定工程项目的建设是必要的，同时也对其他地区公铁立交项目建设也具有一定的参考意义。
[Abstract]:The feasibility study of engineering construction occupies a very important position in the early stage of engineering implementation and is a widely used method of engineering technology demonstration. The results of feasibility study directly relate to the success or failure of engineering decision. It is an important work in the engineering with large investment, high investment risk, high technical complexity, long construction investment time and irreversibility of the construction process. This paper takes the project feasibility study of the highway and railway interchange of the west exit of Nehe City, Heilongjiang Province (across the railway from Qiqihar to Mohe) as the research object, according to the characteristics of the project, from economy, technology, environmental protection. The feasibility of the project is demonstrated from different aspects such as traffic volume. This paper systematically introduces the purpose, significance, content and specific operation methods of the feasibility study. Firstly, it introduces the regional situation of the construction project, from the project overview, affecting the social development of the regional economy. Transportation status and development trend, the overall environment of the project and regional road network planning. The status of the project in the regional road network and other aspects of the analysis and study. Then on the basis of the basic situation of the construction of the research on the status of road traffic volume investigation and analysis. Through the traffic volume prediction theory and method, get the analysis result, provide the reference and the basis for the project construction. Finally, proceed from the technical standard, the construction condition, the construction plan comparison and the project scale. This paper studies and demonstrates the technical feasibility and rationality of the project construction of the highway and railway interchange project for the west export of Nehe River. Through the estimation of the project assets, the concrete implementation scheme is designed. On the basis of the specific data, the economic rationality of the project is studied. At the same time, from the aspects of economy, land use, engineering environment, energy saving and social impact, etc. This paper discusses the influence of engineering projects on the surrounding environment and national economy. Based on the theory of project feasibility study, this paper scientifically estimates the engineering feasibility of the highway and railway interchange project in Nehe city through project demonstration and data analysis. According to the estimation results, the paper puts forward the solution and relevant suggestions, determines the construction of the project is necessary, and also has certain reference significance for the construction of the highway railway interchange project in other areas.
