我国大中型工业企业技术创新效率测度及其影响要素研究

【摘要】:大中型工业企业是国民经济发展中的重要支柱力量。随着各地区经济在后金融危机时代逐渐复苏,技术创新已俨然成为影响区域大中型工业企业蓬勃发展,决定区域经济增长及区域综合竞争力的核心因素。怎样才能认清我国大中型工业企业技术创新的投入产出现状,加快技术创新的步伐,提升技术创新效率,使我国从传统的制造大国逐步转变为以创新为驱动的经济强国,转变我国大中型工业企业的经济增长方式,已经成为目前重要的研究课题。 结合前人相关理论与研究的基础上,本文主要在以下两个方面进行了创新:首先,建立了针对创新系统的两阶段非独立串联DEA模型,从一定程度上打开了技术创新过程的“黑箱”;其次,设计出一整套针对技术创新系统分阶段的投入产出指标体系,对我国省区大中型工业企业技术创新效率进行了综合评价,接着以测算出的技术创新效率值为因变量,然后从市场结构、制度环境和创新资源配置三个方面提出了影响我国大中型工业企业技术创新效率的九个主要测度自变量,采用Tobit回归模型对影响创新效率的九个主要因素进行了实证检验。结果表明:两阶段非独立串联DEA模型在效率评价上具有更强的鉴别能力,同时也能更好的反映技术创新系统的生产前沿状况;大中型工业企业的技术研发效率要低于成果转化效率,技术研发效率偏低主要由规模效率偏低导致,较低的纯技术效率水平导致成果转化效率不高。 市场竞争程度、企业规模和生产设备水平对技术创新效率的提高起显著的正向影响;技术消化吸收强度、产学研合作中企业参与强度与金融机构对创新的支持对技术创新效率的提高起到了反作用;政府投入对技术创新效率的提高起到不显著的负向影响,可能与政府决策层远离生产管理前线和技术发展前沿,缺乏充足的信息、动机和能力去判断技术发展的方向有关;人力资本投入存在冗余并且效率低下,对技术创新效率的提高没有起到显著性的作用;科技活动的密集程度对技术创新效率的提高并没有起到显著的作用。
[Abstract]:Large and medium-sized industrial enterprises are an important pillar in the development of national economy. With the regional economy gradually recovering in the post-financial crisis era, technological innovation has become the impact of regional industrial enterprises flourish. Determine the core factors of regional economic growth and regional comprehensive competitiveness. How to recognize the input and output status of technological innovation in large and medium-sized industrial enterprises in China, speed up the pace of technological innovation, and improve the efficiency of technological innovation. It has become an important research topic to change our country from a traditional manufacturing country to an economic power driven by innovation and to change the mode of economic growth of large and medium-sized industrial enterprises. Based on the previous related theories and researches, this paper mainly carries on the innovation in the following two aspects: first, the two-stage non-independent series DEA model for the innovation system is established. To some extent, it has opened the "black box" of the technological innovation process; Secondly, a set of input-output index system for technological innovation system is designed, and the efficiency of technological innovation of large and medium-sized industrial enterprises in provinces and regions of China is comprehensively evaluated. Then, the efficiency of technological innovation is measured as dependent variable, and then from the market structure. The institutional environment and the allocation of innovative resources have put forward nine main independent variables that affect the efficiency of technological innovation of large and medium-sized industrial enterprises in China. The Tobit regression model is used to test the nine main factors that affect the innovation efficiency. The results show that the two-stage independent series DEA model has stronger discriminant ability in efficiency evaluation. At the same time, it can better reflect the production frontier of technological innovation system; The technological R & D efficiency of large and medium-sized industrial enterprises is lower than that of the result conversion efficiency. The low R & D efficiency is mainly caused by the low scale efficiency, and the low level of pure technical efficiency leads to the low efficiency of the achievement transformation. The degree of market competition, the scale of enterprises and the level of production equipment have a significant positive impact on the improvement of technological innovation efficiency; The intensity of technology digestion and absorption, the intensity of enterprise participation and the support of financial institutions to innovation play a counterproductive role in improving the efficiency of technological innovation. Government investment has no significant negative impact on the efficiency of technological innovation, and may be far away from the front line of production management and technological development, and lack of sufficient information. Motivation and ability to judge the direction of technological development; Human capital input is redundant and inefficient, which has no significant effect on the improvement of technological innovation efficiency; The intensity of scientific and technological activities has not played a significant role in improving the efficiency of technological innovation.
