【摘要】：在经济全球化的背景中,我国正处在从吸引外资向“走出去”进行对外直接投资的转型阶段。在很长一段时间里,我国通过吸引外资获得了经济增长,但随着竞争的加剧、利润的缩减以及投资企业对核心技术的保护,吸引外资的方式已经无法满足我国长期发展和产业结构优化的需求。从2001年我国加入WTO,并且强调实施“走出去”发展战略以来,我国对外直接投资进入了快速发展的阶段,但是我国对外直接投资的发展和技术水平还与发达国家有很大的差距,在复杂的全球分工协作环境下,探索我国技术获取型对外直接投资是否存在逆向技术溢出效应,以及如何提高逆向技术溢出效应,从而实现我国技术进步和产业结构升级具有重大的战略和实践意义。本文首先回顾并评述了发展中国家对外直接投资理论和逆向技术溢出效应的相关文献。接下来着重分析了我国对外直接投资的整体发展现状和特征,提出了我国技术获取型对外直接投资占比少和我国各区域经济发展和对外直接投资发展不一致等问题。然后分析了逆向技术溢出的微观模型和其作用机制,并且从企业、产业和国家三个层次深入分析了逆向技术溢出的机理,完整的提出了从进行技术获取型对外直接投资,消化吸收先进技术反馈到母公司,进而提升母公司技术创新水平,并且通过技术扩散到产业与关联产业,获得传统产业优升级和新兴产业的发展,最后促进国民技术进步和经济增长的链条。在实证方面,本文选取了2003年至2011年对外直接投资的省际面板数据,应用LP的国际RD溢出模型,实证检验后发现全国逆向技术溢出效应显著存在,但是与国内研发对全要素生产率的影响相比,效果相对微弱。由于我国各区域经济发展的差异,再分别对东、中、西部的数据进行比较研究,发现各区域的效果不尽相同,相比我国中、西部,东部对外直接投资对全要素生产率的影响更大。基于我国对外直接投资的现状分析和逆向技术溢出机理,本文从企业、产业和国家三个层次详尽分析了全国和各区域的实证结果,并辅以定性和定量分析来解释其原因。相比中、西部地区,东部地区由于经济发展、技术水平、经济体制、金融环境和对外投资的发展等各方面都与发达国家更加接近,所以对外直接投资对全要素生产率影响更大。最后根据前面分析的结果,同样从不同层面给出了对应的政策建议,并且针对我国各区域发展状况,对外直接投资现状和技术发展水平的不同,给出了适当的政策建议。
[Abstract]:In the background of economic globalization, China is in the transition stage from attracting foreign capital to "going out" for foreign direct investment. In a long period of time, China has obtained economic growth through attracting foreign capital. But as competition intensifies, profits shrink and investment companies protect core technologies. The way to attract foreign capital has been unable to meet the needs of long-term development and industrial structure optimization in China. Since 2001, China has joined the WTO and emphasized the implementation of the "going out" development strategy. China's foreign direct investment has entered the stage of rapid development, but the development and technical level of China's foreign direct investment is still a big gap with the developed countries, in the complex global division of labor and cooperation environment. To explore the existence of reverse technology spillover effect in China's technology acquisition FDI and how to improve the reverse technology spillover effect. It is of great strategic and practical significance to realize China's technological progress and industrial structure upgrading. Firstly, this paper reviews and reviews the relevant literature on the theory of FDI and the spillover effect of reverse technology in developing countries. To focus on the analysis of the overall development of China's foreign direct investment status and characteristics. This paper puts forward some problems such as the low proportion of technology acquisition FDI and the inconsistency of regional economic development and FDI development in China, and then analyzes the micro model of reverse technology spillover and its mechanism. And from the enterprise, industry and national three levels of in-depth analysis of reverse technology spillover mechanism, the integrity of the proposed from the technology acquisition type of foreign direct investment, digestion and absorption of advanced technology feedback to the parent company. And then improve the technology innovation level of the parent company, and through technology diffusion to the industry and related industries, to obtain the upgrading of traditional industries and the development of emerging industries. Finally, promote the chain of national technological progress and economic growth. In the empirical aspect, this paper selects the inter-provincial panel data of FDI from 2003 to 2011, and applies LP's international Rd spillover model. Empirical test found that the national reverse technology spillover effect exists significantly, but compared with domestic R & D on total factor productivity, the effect is relatively weak. The comparative study of the data of China and the west shows that the effect of each region is different, compared with that of our country, the western part. Based on the analysis of the current situation of China's foreign direct investment and the mechanism of reverse technology spillover, this paper starts from the enterprise. Industrial and national three levels of detailed analysis of the national and regional empirical results, and assisted by qualitative and quantitative analysis to explain the reasons. Compared with the western region, the eastern region due to economic development, the level of technology. The economic system, financial environment and the development of foreign investment are closer to the developed countries, so FDI has a greater impact on total factor productivity. Finally, according to the results of the previous analysis. At the same time, the corresponding policy suggestions are given from different levels, and the appropriate policy recommendations are given according to the development situation of China's regions, the status quo of foreign direct investment and the level of technological development.
