【摘要】：随着世界经济全球化和区域经济一体化时代的到来，提高其开放程度、积极参与国与国之间的经济协作、加快融入全球经济一体化已成为一个国家参与世界经济的迫切需求，而自由贸易园（港）区的建立则成为了这种形势下各国进行经济协作的“门户”。作为世界新兴经济体的重要成员，中国应时而上，建设自由贸易区的时机日渐成熟。从国家开放市场的形势上看，2013年9月底，上海自由贸易试验区正式挂牌成立使正在筹备中的与其地理位置十分接近的舟山群岛新区面临新的挑战与机遇。本文正是在分析了这种形势后，以加快推动建设舟山自由贸易园（港）区为主要目的，，运用资料收集、文献整理、案例分析与归纳分析的方法，通过对国外比较典型的自由贸易园（港）区的分析，梳理其发展规律及运作模式，总结归纳其发展的经验，同时利用SWOT方法对舟山建立自由贸易园（港）区的条件进行分析，探索舟山建立自由贸易园（港）区与世界上发展成熟的自由贸易园（港）区的共性与差异，得出了舟山自由贸易园（港）区的建立需要同地理位置十分接近的上海自由贸易试验区进行错位发展的结论，并在此基础上提出了相应的路径及相关的政策策略及方法策略。
[Abstract]:With the arrival of the era of world economic globalization and regional economic integration, the degree of openness has been improved and the economic cooperation between countries has been actively participated in. Accelerating integration into the global economy has become an urgent need for a country to participate in the world economy. The establishment of the Free Trade Park (Hong Kong) has become the "gateway" for countries to carry out economic cooperation in this situation. As an important member of the world's emerging economies, China should rise in time. The time to build a free trade zone is getting more and more ripe. From the point of view of the situation of opening the country's market, the end of September 2013. The establishment of Shanghai Free Trade Test Zone (FTAZ) has brought new challenges and opportunities to Zhoushan Islands New area, which is under preparation and is very close to its geographical position. After analyzing this situation, this paper aims at speeding up the construction of Zhoushan Free Trade Park (Hong Kong), using the methods of data collection, literature collation, case analysis and inductive analysis. Through the analysis of the typical foreign free trade park (Hong Kong) area, this paper combs its development law and operation mode, summarizes the experience of its development. At the same time, the SWOT method is used to analyze the conditions for the establishment of Zhoushan Free Trade Park (Hong Kong) area. To explore the similarities and differences between the Zhoushan Free Trade Park (Hong Kong) and the mature Free Trade Park (Hong Kong) in the world. It is concluded that the establishment of Zhoushan Free Trade Park (Hong Kong) area needs the dislocation development of Shanghai Free Trade Experimental area, which is very close to its geographical location. On this basis, the corresponding path and relevant policy strategies and methods are proposed.
