粤港澳大湾区城市群建设的战略意义和现实挑战

【摘要】：共建粤港澳大湾区世界级城市群,既是粤港澳区域经济社会文化自身发展的内在需要,也是国家区域发展战略的重要构成与动力支撑点,承载着辐射带动泛珠三角区域合作发展的战略功能;同时,也是国家借助港澳国际窗口构建开放型经济新体制的重要探索,是建设"一带一路"战略枢纽、构建"走出去""引进来"双向平台的重要区域支点;此外,也是构建港澳经济长远发展动力,成功实践"一国两制"、达致港澳长远繁荣稳定和凝聚港澳向心力的重要措施。目前粤港澳大湾区已有合作基础,但要达致建设目标与战略价值仍面临诸多挑战,如何在两种制度、三个关税区、三个法律体系的异质城市群内,按照湾区经济和城市群的发展规律,实现要素便捷流通、资源高效配置和产业协同效应,这涉及到如何突破跨境行政壁垒和体制束缚,也面临着如何建立统筹协调机制推动协同有序发展,如何完善营商环境对标国际一流吸引国际高端资源集聚湾区,如何消弭经济融合对多元主体的不同影响,都对三地政府跨境治理带来很大挑战,是中国探索参与全球治理的"试验田"。
[Abstract]:It is not only the inherent need of the economic, social and cultural development of Guangdong, Hong Kong and Macao, but also the important component and motive force of the national regional development strategy to build the Guangdong-Hong Kong-Macau Greater Bay Area world class urban agglomeration. Carrying the strategic function of radiation driving the development of regional cooperation in the Pan-Pearl River Delta; At the same time, it is also an important exploration for the state to build an open economic new system with the help of the international window of Hong Kong and Macao, and an important regional fulcrum for building the strategic hub of "Belt and Road" and the "going out" and "bringing in" two-way platform. In addition, it is also an important measure to build the long-term economic development momentum of Hong Kong and Macao, to successfully implement "one country, two systems", to achieve long-term prosperity and stability of Hong Kong and Macao and to unite Hong Kong and Macao in a concentric way. At present, Guangdong-Hong Kong-Macau Greater Bay Area has a foundation for cooperation. However, to achieve the construction objectives and strategic value is still facing many challenges, how to in two systems, three customs areas, three legal systems of heterogeneous urban agglomeration, according to the development of the Bay area economy and urban agglomeration. The realization of convenient circulation of elements, efficient allocation of resources and industrial synergy, which involves how to break through cross-border administrative barriers and institutional constraints, but also how to establish a coordinated mechanism to promote coordinated and orderly development. How to improve the business environment to attract the international first-class international high-end resource agglomeration Bay area, how to eliminate the different impact of economic integration on multiple subjects, all of the three governments to bring great challenges to cross-border governance. It is the "experimental field" for China to explore and participate in global governance.
