【摘要】：经过30年的开发建设，我国经济开发区已经为经济和社会发展做出了突出的贡献。在对外开放程度较高的东部地区，经济开发区建设也积累了相对较多的经验。而其中设立较早、级别较高的国家级开发区，更是作为开发区中最成熟、最完善的典型，在促进区域经济发展、形成产业集聚、扩大对外开放、吸引外资和鼓励创新等方面起到了积极的作用。但近年来，受经济全球化的加强、我国人口红利逐渐消失、人民币升值等情况的影响，，新一轮的国际分工弱化了以吸引外资和出口为重要目标的开发区的增长效应。以往存在的产业同质、恶性竞争、重引进轻管理的问题逐渐显露。在新的世情国情条件下，通过调整开发区产业和管理结构，提高开发区效率，进而实现区域经济发展方式的转变，不仅是实现科学发展观的要求，也是实现区域新一轮的发展的关键。本文以东部国家级开发区作为典型，通过分析开发区投入产出效率和其影响因素，对研究对象依据其特征进行了分类，以求针对开发区的特点提出更有针对性的建议。文中首先论述了经济开发区的相关研究情况，对我国开发区的发展和现状进行了总结。在计量分析部分，首先采用数据包络分析拓展方法，综合考虑经济技术开发区的现实发展情况和评价数据的可获得性，选取相应的投入产出指标，对东部国家级开发区的静态经济效率和投入要素的亢余度进行了测度和评价。接着采用Malmquist指数模型，基于2001-2011年32个国家级开发区的数据，对东部国家级经济开发区全要素生产率变化率、纯技术效率变化率、规模效率变化率等动态指标进行测度。然后采用向量自回归算法，以开发区的经济效率、纯技术效率变化率、规模效率变化率为因变量，以影响开发区生产效率的各个因素为自变量，构建动态系统模拟，分析了不同经济社会因素对效率指标的影响情况。最后结合各项分析指标，对东部国家级开发区采用非加权算术平均组对法进行聚类，综合效率和影响因素的测度分析结果，提出了开发区未来的主要改进方向和建议。
[Abstract]:After 30 years of development and construction, China's economic development zones have made outstanding contributions to economic and social development. The construction of economic development zones has also accumulated relatively more experience. Among them, the state-level development zones, which were established earlier and at a higher level, are the most mature and perfect examples of the development zones, promoting regional economic development and forming industrial agglomeration. Opening wider to the outside world, attracting foreign investment and encouraging innovation have played a positive role. However, in recent years, due to the strengthening of economic globalization, the demographic dividend of our country has gradually disappeared, and the RMB has appreciated. The new round of international division of labor has weakened the growth effect of the development zones, which are aimed at attracting foreign capital and exports. The problems of industry homogeneity, vicious competition, and emphasis on introducing and neglecting management have been gradually revealed. Under the conditions of the new world situation, By adjusting the industrial and management structure of the development zone, improving the efficiency of the development zone and realizing the transformation of the mode of regional economic development, it is not only the requirement of realizing the scientific development view, but also the key to the realization of the new round of regional development. Based on the analysis of the input-output efficiency and its influencing factors, this paper classifies the research objects according to their characteristics in order to put forward more targeted suggestions according to the characteristics of the development zones. This paper first discusses the relevant research situation of the economic development zone, summarizes the development and current situation of the economic development zone in China. In the part of econometric analysis, it first uses the method of data envelopment analysis to expand the development of the economic development zone. Considering the actual development situation of economic and technological development zone and the availability of evaluation data, the corresponding input-output index is selected. This paper measures and evaluates the static economic efficiency and the surplus of input elements of the East China National Development Zone, and then adopts the Malmquist index model, based on the data of 32 state-level development zones from 2001 to 2011. The change rate of total factor productivity, the change rate of pure technical efficiency, the change rate of scale efficiency and so on are measured, and then the vector autoregressive algorithm is used to measure the economic efficiency of the development zone. The change rate of pure technical efficiency and the change rate of scale efficiency are dependent variables, and the dynamic system simulation is constructed by taking the factors that affect the production efficiency of the development zone as independent variables. This paper analyzes the influence of different economic and social factors on the efficiency index. Finally, combined with the various analysis indexes, the non-weighted arithmetic average group method is used to cluster the eastern national development zone, and the comprehensive efficiency and influence factors are measured and analyzed. The main improvement directions and suggestions of the development zone in the future are put forward.
