【摘要】:中国作为世界上历史最为悠久的文明古国之一,几千年的时间里大都处于世界的绝对领先地位,文化传统源远流长。中国的人力资源开发活动,其历史之悠久,经验之丰富,成效之显著是其他国家所无法比拟的。人力资源开发对中国的发展具有决定性的意义,人力资源向人力资本的转化和人力资本的实现其价值的过程,无疑是经济绩效的关键所在,是中国经济发展,特别是长期发展趋势的关键动力。对于中国政府的职能而言,其身兼传承中华传统和顺应世界潮流两大使命,如何分析、论证和应对两者之间的交集和冲突问题;如何通过人力资源开发活动,打造适应长期稳定发展的人力资源禀赋形态,形成具有强大竞争力的中国人力资本体量,实现民族的伟大复兴,需要更广泛、更全面、更深入的研究来化解难题、凝聚共识。本文回顾了中国人力资源开发发展演进过程,梳理中国社会发展的深层根源和基础,从中找出人力资源开发与经济社会发展之间的互动轨迹,力求发现影响经济发展的一般性规律,然后采用实证分析的方法从不同的层面加以验证,以期对当前的人力资源公共部门提供有益的参考,为整体经济社会、区域经济和特定群体的人力资源开发活动及通过这种活动推进经济发展提供有益的支持和帮助。本文选题立足经济学学科前沿性问题,立足于解决经济发展中的典型现象和突出问题,以提升人力资源开发成效推动经济发展为重点,提供具有理论探索意义,可操作性强的政策建议。文中综合运用了理论分析、实证分析、比较分析等方法,注重研究的整体性和重点性,采用历史学、社会学、管理学、统计学、心理学等社会科学研究理论及研究工具,有效提高了研究成果的信度和效度。论文在以下两个方面取得了创新性的成果:第一,定性和定量分析人力资源开发对人力资本的影响,特别是经济增长的作用,并剖析其运行机制。从社会分层的角度,分析新形势下中国人力资源开发现状、人力资本运行状况及其再生产过程。第二,从经济发展预测分析的角度,分析人力资源开发对未来经济发展的影响及其对社会发展所起的作用。根据上述分析结果,针对人力资源开发过程中出现的与人力资本发展和经济社会进步不相适应的问题和现状,提出具有针对性的政策意见建议。
[Abstract]:As one of the oldest ancient civilizations in the world, China has been in the leading position in the world for thousands of years, and its cultural tradition has a long history. China's human resources development activities have a long history, rich experience and remarkable results than other countries. The development of human resources is of decisive significance to the development of China. The transformation from human resources to human capital and the process of realizing its value are undoubtedly the key to economic performance and the development of Chinese economy. In particular, the long-term development trend of the key driving force. As far as the functions of the Chinese government are concerned, its mission is to carry on Chinese tradition and conform to the world trend, how to analyze, demonstrate and deal with the intersection and conflict between the two, and how to adopt human resources development activities. It is necessary to solve the problem and gather the consensus by making the human resource endowment form adapting to the long-term and stable development, forming the Chinese human capital body with strong competitive power and realizing the great rejuvenation of the nation. This paper reviews the evolution of China's human resources development, combs the deep roots and foundations of China's social development, and finds out the interactive path between human resources development and economic and social development. Trying to find the general laws that affect the economic development, and then using the empirical analysis method to verify it from different levels, in order to provide a useful reference for the current human resources public sector, for the overall economic and social, Regional economy and specific groups of human resources development activities and through such activities to promote economic development to provide useful support and help. This thesis is based on the frontier problems of economics, on solving the typical phenomena and prominent problems in economic development, focusing on improving the effectiveness of human resources development and promoting economic development, and providing theoretical exploration significance. In this paper, theoretical analysis, empirical analysis, comparative analysis and other methods are comprehensively used, focusing on the integrity and focus of the research, and using theories and research tools of social sciences, such as history, sociology, management, statistics, psychology, etc. The reliability and validity of the research results were improved effectively. The paper has obtained the innovative achievements in the following two aspects: first, the qualitative and quantitative analysis of the impact of human resource development on human capital, especially the role of economic growth, and the analysis of its operating mechanism. From the angle of social stratification, this paper analyzes the current situation of human resource development, the operation of human capital and its reproduction process in China under the new situation. Secondly, from the perspective of economic development prediction, the paper analyzes the impact of human resource development on future economic development and its role in social development. According to the above analysis results, this paper puts forward some policy suggestions on the problems and current situation which are not suitable for the development of human capital and economic and social progress in the process of human resource development.
