长春某经济开发区循环经济管理与规划

【摘要】：循环经济，本质上是一种生态经济。它是对物质闭环流动型经济的简称，是以物质、能量梯次利用为特征，在资源方面表现为资源的高效利用，在环境方面表现为低污染排放甚至零排放。它将清洁生产、资源综合利用、生态设计和可持续消费融为一体，运用生态学规律来指导人类社会的经济活动。循环经济的根本目的就是保护越来越少的环境资源，提高资源的配置效率。另外，循环经济还可以减少对环境的污染。清洁生产是发展循环经济的重要手段之一，其实质是遵循“预防为主”的原则，从生产设计，能源、原材料选用，工艺技术与设备维护管理等各个环节实行全过程控制，达到从源头上削减污染，提高资源利用率，减少或者避免生产、服务和产品使用过程中污染物的产生和排放，以减轻或者消除对人类健康和环境的危害，促进资源的循环利用。长春某经济开发区位于长春市区南部，是国家级高新技术产业开发区。按开发区所处区位条件和开发方向，其性质定位为“以生态环境的保护和优化为发展宗旨，以旅游业为区域经济发展支柱，以相关产业的开发为发展支撑，以森林、湖水和冰雪活动为旅游特色，成为长春市新的经济增长点、多功能与综合性的旅游胜地、山水型新城区”。长春某经济开发区具有优越的资源优势和人文优势，随着“十二五规划”的发展，将成为长春市经济发展的热点。根据对长春某经济开发区的自然环境（如地理位置，地形地貌，气象气候，水文地质）、社会环境的介绍，以及2012年该开发区地表水、地下水、环境空气、声环境的质量现状的调查可知，该开发区地表水环境受到不同程度的点源和非点源污染，不能满足其各自受体功能标准，主要污染项目是COD、BOD5、氨氮；地下水环境中主要污染物为氨氮、亚硝酸盐和硝酸盐，地下水已受到人为污染；环境空气和声环境质量良好。若不采取有效措施，该开发区的环境问题会日趋严重。结合该开发区的产业结构、发展目标、土地利用现状、未来发展的总体构想，从循环经济和可持续发展的角度对开发区的环境保护和资源利用进行规划研究，提出了在该区发展循环经济的规划。计划在微观层次推行企业的清洁生产，在中观层次建立若干生态工业园，达成以该经济开发区的循环经济促进低碳长春的主要战略。在此基础上提出构建循环经济及其产业发展与环境保护和谐同步的8点对策，并制定规划实施的保障措施，，从而确保循环经济目标的实现和经济、环境的“双发展”。
[Abstract]:Circular economy, in essence, is a kind of ecological economy. It is the abbreviation of material closed loop flow economy. It is characterized by material and energy echelon utilization, which is characterized by efficient utilization of resources, low pollution emission and even zero emission in environment. It integrates cleaner production, comprehensive utilization of resources, ecological design and sustainable consumption, and applies ecological laws to guide the economic activities of human society. The fundamental purpose of circular economy is to protect less and less environmental resources and improve the efficiency of resource allocation. In addition, circular economy can also reduce environmental pollution. Cleaner production is one of the important means of developing circular economy. Its essence is to follow the principle of "prevention first", and implement the whole process control from production design, energy source, raw material selection, process technology and equipment maintenance and management, etc. To reduce pollution from the source, to improve the utilization rate of resources, to reduce or avoid the production and discharge of pollutants in the process of production, service and use of products, to reduce or eliminate the harm to human health and the environment, and to promote the recycling of resources. Changchun Economic Development Zone is located in the south of Changchun City, is a state-level high-tech industrial development zone. According to the location conditions and development direction of the development zone, its nature orientation is "to protect and optimize the ecological environment as the development purpose, to take the tourism industry as the pillar of regional economic development, to take the development of the related industries as the development support, to take the forest as the development support," Lake water and ice and snow activities are the characteristics of tourism, and become the new economic growth point of Changchun, a multi-functional and comprehensive tourist resort, a new urban area of landscape type. With the development of the 12th Five-Year Plan, a certain economic development zone in Changchun will become a hot spot in the economic development of Changchun. According to the introduction of the natural environment (such as geographical location, topography, climate, hydrogeology, social environment, etc.) of an economic development zone in Changchun, as well as the surface water, groundwater and ambient air of the development zone in 2012, The investigation of the quality of acoustic environment shows that the surface water environment of the development zone is polluted by point source and non-point source to varying degrees and can not meet the functional standards of its respective receptors. The main pollution items are COD BOD5 and ammonia nitrogen. The main pollutants in groundwater environment are ammonia nitrogen nitrite and nitrate. The groundwater has been artificially polluted and the environmental air and sound environment quality is good. If no effective measures are taken, the environmental problems of the development zone will become more and more serious. Combined with the industrial structure, the development goal, the present situation of land use and the overall conception of the future development of the development zone, the environmental protection and resource utilization of the development zone are planned and studied from the perspective of circular economy and sustainable development. The plan of developing circular economy in this area is put forward. It is planned to carry out cleaner production of enterprises at the micro level and to set up a number of eco-industrial parks at the meso level to reach the main strategy of promoting low-carbon Changchun with the circular economy of the economic development zone. On this basis, this paper puts forward eight countermeasures to construct the harmonious synchronization of circular economy and its industrial development with environmental protection, and formulates the guarantee measures for planning and implementation, so as to ensure the realization of the goal of circular economy and the "dual development" of economy and environment.
