【摘要】：地区和城市为服务外包产业的发展提供地域支持,服务外包产业反过来又能作用于区域经济的快速发展。服务外包产业在我国的发展具有地域的集聚性,目前我国共有21个服务外包示范城市,其离岸服务外包合同执行金额达到全国离岸服务外包合同执行总金额的90%以上。与对外开放进程、区域经济发展水平、地区资源禀赋相适应,我国服务外包产业发展呈现“东高西低”的总体格局,但是中西部地区凭借着成本优势,离岸服务外包业务快速发展,承接业务总量正在逐步提升。以2006年商务部的千百十工程为标志,我国政府逐步加大了对服务外包示范城市产业的政策支持。在此背景下,城市服务外包产业的发展方式、城市服务外包承接能力评价、区域服务外包产业协调发展等成为了有关各方关注的重点,以城市为主体推进离岸服务外包产业的发展具有重要意义。基于上述问题,本文围绕“服务外包示范城市承接离岸服务外包能力”这一主题展开,用了六章进行阐述。第一章绪论部分点出了研究的背景、主要内容、创新点与不足之处；第二章研究了服务外包及城市承接服务外包能力的相关概念,通过比较优势、规模经济、交易成本等基础理论及相关文献解释了离岸服务外包形成的动因和经济效应,对现有城市服务外包承接能力影响因素研究文献进行了梳理；第三章对中国服务外包示范城市承接离岸服务外包现状进行了全面的把握；第四章在现有文献研究基础上总结出影响示范城市承接离岸服务外包承接能力的关键因素,并构建了影响服务外包承接能力的指标体系；第五章通过因子分析对作为服务外包承接方的中国21个服务外包示范城市的承接能力状况进行了实证分析；第六章最终得出了我国服务外包城市发展离岸服务外包业务的对策建议。
[Abstract]:In this context , the development of outsourcing industry in China is more than 90 % of the total amount of offshore service outsourcing contracts . In this context , the development mode of outsourcing industry in China , the evaluation of the outsourcing of urban services , the coordinated development of regional service outsourcing industry have become the focus of attention , and it is of great significance to promote the development of offshore service outsourcing industry .

Based on the above - mentioned problems , this paper starts with the theme of " Outsourcing the Offshore Service Outsourcing Ability " in the Service Outsourcing Model City , and uses the six chapters to explain . The first chapter points out the background , main contents , innovation points and shortcomings of the research .
The second chapter studies the concept of the outsourcing ability of the service outsourcing and the city , and explains the reason and the economic effect of the offshore service outsourcing through comparative advantage , scale economy , transaction cost and so on .
The third chapter is to grasp the status quo of offshoring service outsourcing in China ' s service outsourcing model city .
The fourth chapter summarizes the key factors that affect the ability of the demonstration city to undertake offshore service outsourcing , and constructs an index system which affects the outsourcing ability of the service outsourcing .
In the fifth chapter , through factor analysis , the author makes an empirical analysis on the receiving ability of 21 service outsourcing model cities in China .
In the sixth chapter , the countermeasures and suggestions for the development of offshoring services for offshoring in China ' s service outsourcing are finally obtained .
