中国区域间产业转移过程中的污染转移实证研究

【摘要】：随着改革开放的不断深入,我国对外开放程度逐渐加大,在全球产业转移的大背景下,中国成为世界上承接国际产业转移的重要基地。然而,在国际产业转移过程中,受移出国环境规制政策的制约,一些污染排放严重、能源消耗高的产业不得不寻求新的生产地。在进入移入国时,这些产业倾向于选择环境标准更低的地区生产。与此同时,为了缩小我国东西部地区经济发展差距,统筹协调区域经济发展,中西部地区加大力度承接东部产业转移。东部地区日趋增加的环境压力与人民群众对高质量环境越来越迫切的需求使得东部地区企业污染排放标准更加严格,一些高污染、高能耗、低效率的企业不得不寻求新的生产地,以降低成本。在国际产业转移与我国区域经济协调发展的大背景下,我国区域间存在污染转移的倾向。区域间的污染转移不仅不能从整体上解决我国的环境污染问题,反而会使得污染扩散到生态环境更加脆弱的中西部地区,给当地环境造成不可逆转的伤害。为了避免中西部地区成为东部污染产业的避难所,科学地推进我国生态文明建设,有必要对我国区域间污染转移的现状以及内在机制进行全面的研究。本文首先对污染转移进行了概念界定,明确了所要研究的内容范围。然后分别从贸易视角和区域视角对我国区域间污染转移的内在机制进行了全面的理论分析。随后,通过使用比较分析法与因素分解法对我国区域间污染转移的现状进行了描述,发现我国区域之间确实存在污染转移现象。为了检验我国区域间的污染天堂效应,我们将环境规制变量加入到产业特征与区域特征交互作用模型中,并使用工具变量法消除内生性偏差。实证结果显示地区环境规制强度对产业区位选择有显著影响,且污染排放密度越高的产业受地区环境规制强度的影响越大。最后,为了全面推进我国生态文明建设,实现中西部地区承接产业转移与环境保护协调发展,本文从环境标准体系建设、地方政府政绩考核方式、地方招商引资策略以及人民群众环保意识等方面提出了四点政策建议。
[Abstract]:With the deepening of reform and opening up, the degree of China's opening to the outside world has gradually increased. Under the background of global industrial transfer, China has become an important base in the world to undertake international industrial transfer. However, in the process of international industrial transfer, some industries with high energy consumption have to seek new places of production, which are restricted by the environmental regulation policies of the foreign countries. When entering countries of entry, these industries tend to choose areas with lower environmental standards. At the same time, in order to narrow the gap of economic development between the eastern and western regions and coordinate the regional economic development, the central and western regions increase their efforts to undertake the industrial transfer in the east. The increasing environmental pressure in the eastern region and the increasing demand of the people for a high-quality environment make the emission standards of enterprises in the eastern region more stringent, some of which are high pollution and high energy consumption. Inefficient companies have to look for new places of production to reduce costs. Under the background of the coordinated development of international industrial transfer and regional economy in China, there is a tendency of pollution transfer among regions in China. The pollution transfer between regions can not only solve the environmental pollution problem of our country as a whole, but also make the pollution spread to the more fragile ecological environment in the central and western regions, causing irreversible damage to the local environment. In order to avoid the central and western regions becoming the refuge of the eastern pollution industry and to promote the construction of ecological civilization scientifically, it is necessary to conduct a comprehensive study on the status quo and internal mechanism of the regional pollution transfer in China. In this paper, the concept of pollution transfer is defined, and the scope of the study is clarified. Then the paper makes a comprehensive theoretical analysis of the internal mechanism of regional pollution transfer in China from the perspective of trade and regional perspective. Then, by using the method of comparative analysis and factor decomposition, the paper describes the current situation of regional pollution transfer in China, and finds that there is a phenomenon of pollution transfer between regions in China. In order to test the pollution paradise effect between regions in China, we add the environmental regulation variables to the interaction model of industrial and regional characteristics, and use the tool variable method to eliminate the endogenous deviation. The empirical results show that the intensity of regional environmental regulation has a significant impact on the industrial location choice, and the higher the pollution emission density, the greater the impact of the regional environmental regulation intensity. Finally, in order to comprehensively promote the construction of ecological civilization in China and realize the coordinated development of industrial transfer and environmental protection in the central and western regions, this paper focuses on the construction of the environmental standard system and the assessment of the achievements of local governments. Local investment strategy and the people's awareness of environmental protection put forward four policy recommendations.
