河北省现代农业园区发展研究

【摘要】：现代农业园区,是在一个有限的地理区域内,运用资金的集中投入,进行以高科技农业示范展示、精品推广、农业生产、养殖、教育、功能性训练及旅游于一体的现代农业示范基地。河北省现代农业园区的发展对于推进农业高新技术的产业化的形成,增进农业的科学技术的综合创新能力,加速农业结构的升级与战略性调整,推动河北省农业现代化进程具有重大的理论和现实意义。 本项研究通过查阅大量的和我国现代农业园区发展密切相关的文献与材料的基础上,对河北省现代农业园区的发展现状进行大量的调查,对河北省现代农业园区的现状、发展类型、作用功能、运行机制以及存在问题等方面进行了全面分析,进而对河北省的现代农业园区进行环境分析,提出科学合理的规划。本文的重点是解决园区运行中的问题,包括因地制宜,做好总体规划；园区功能由单一示范向带动区域经济龙头转化；园区产业从单一化向多元化转变；加强企业化经营管理的运行机制；完善土地流转机制；园区投资从单一主体向多元投资主体转变；引进人才,创新管理。在河北省现代农业园区建立一种有效的运行机制体系,对于提升园区运行的效率以及园区的建设和规划发展有重要的功能和作用,为己经或即将采取创建园区的各级政府部门以及企事业单位等提供可供借鉴的运行机制,其理论价值及实践意义是非常重要的。
[Abstract]:Modern agricultural parks, in a limited geographical area, use the concentrated investment of funds to demonstrate high-tech agriculture, to extend fine products, to produce, to raise, and to educate. Functional training and tourism in one of the modern agricultural demonstration base. The development of modern agricultural parks in Hebei Province will promote the formation of agricultural high-tech industrialization, enhance the comprehensive innovation ability of agricultural science and technology, and accelerate the upgrading and strategic adjustment of agricultural structure. It is of great theoretical and practical significance to promote the process of agricultural modernization in Hebei Province. On the basis of consulting a large number of documents and materials that are closely related to the development of modern agricultural parks in China, this study investigates the present situation of modern agricultural parks in Hebei Province and the present situation of modern agricultural parks in Hebei Province. The development type, function, operation mechanism and existing problems are comprehensively analyzed, and then the environment of modern agricultural park in Hebei Province is analyzed, and a scientific and reasonable plan is put forward. The focus of this paper is to solve the problems in the operation of the park, including taking measures according to local conditions and making a good overall plan; the function of the park is transformed from a single demonstration to the leading role of the regional economy; Strengthening the operation mechanism of enterprise management; perfecting land circulation mechanism; changing park investment from single subject to multiple investment subject; introducing talents; innovating management. The establishment of an effective operating mechanism system in modern agricultural parks in Hebei Province plays an important role in enhancing the efficiency of the operation of the parks, as well as in the construction and planning and development of the parks. The theoretical value and practical significance of the operation mechanism can be used for reference for the government departments at all levels and enterprises and institutions that have or will soon adopt the establishment of the park.
