产业联动的跨区域协调机制研究

【摘要】：中国经济经过改革开放三十多年来的高速增长,在经济总量显著增加的同时,也积累了许多结构性的问题：地区发展差距继续扩大,区域产业结构失衡,产能过剩,环境损害极其严重。改善经济增长方式,调整经济结构,促进区域经济协调发展,成为新的经济发展时期中国经济发展的主导方向。 产业活动是社会经济活动的主要内容,各区域产业内部企业之间的相互作用、产业的区域布局、产业本身的发展方式、产业与产业之间的互动联系等,对于实现长期可持续的区域协调发展作用重大。随着经济社会开放度的扩大和加深以及现代科学技术日新月异的发展,产业之间跨区域的经济技术联系越来越密切,跨区域的产业分工与合作关系已经在广泛影响着区域资源的开发和使用效率,建立产业联动的跨区域协调机制,实现产业跨区域高效良性联动,能够从整体上改善产业之间的分工与合作关系,将区域协调发展的目标与规划落实到位。 本文以区域经济发展理论、区域分工合作与协调理论、产业关联理论、投入产出理论为指导思想,全面总结了建国以来不同的区域发展战略背景下区域协调和产业联动的基本情况和存在问题,分析了产业联动跨区域协调发展的影响因素、现实基础、动力前提和体制环境,分析了产业联动与区域协调的关系,解析了产业联动的跨区域协调机制的作用机理,研究并提出了构建产业联动跨区域协调的动力机制、运行机制和保障机制。最后,运用投入产出分析方法,以石化产业为例,进行了产业联动的跨区域协调发展机制的实证分析。 本文研究的目的是探究如何从全国“一盘棋”的角度,通过合理协调产业之间的跨区域联动关系,优化产业结构和产业动态关系,减少区域之间的利益对抗,增加区域之间的利益分享,获取区域协调发展效应。论文探究了产业跨区域联动的驱动力在哪里,影响因素是什么,产业联动跨区域协调机制的运行机理是什么,推动产业跨区域协调联动需要构建哪些协调机制,用什么科学的方法和数据衡量产业跨区域的联动关系,所形成的研究结论对于中国推进平衡性、协调性、可持续的区域经济协调发展的实践与政策制定,具有参考价值。
[Abstract]:After more than 30 years of rapid economic growth since the reform and opening up, China has accumulated many structural problems, such as the widening of the regional development gap, the imbalance of the regional industrial structure, and the overcapacity. The environmental damage is extremely serious. Improving the mode of economic growth, adjusting the economic structure and promoting the coordinated development of regional economy have become the leading direction of China's economic development in the new period of economic development. Industrial activities are the main contents of social and economic activities, the interaction among enterprises in various regional industries, the regional layout of industries, the development mode of industries themselves, the interaction between industries and industries, etc. It plays an important role in achieving long-term sustainable regional coordinated development. With the expansion and deepening of economic and social openness and the rapid development of modern science and technology, cross-regional economic and technological ties between industries are becoming more and more close. The industrial division of labor and cooperation across regions has affected the efficiency of the development and use of regional resources extensively, establishing a cross-regional coordination mechanism of industrial linkage, and realizing the industrial cross-regional efficient and benign linkage. It can improve the division of labor and cooperation between industries as a whole, and implement the goal and plan of regional coordinated development. This paper is guided by the theory of regional economic development, the theory of regional cooperation and coordination, the theory of industrial relevance, the theory of input-output. This paper summarizes the basic situation and existing problems of regional coordination and industrial linkage under the background of different regional development strategies since the founding of the people's Republic of China, and analyzes the influencing factors, realistic foundation, dynamic premise and institutional environment of the cross-regional coordinated development of industrial linkage. This paper analyzes the relationship between industrial linkage and regional coordination, analyzes the function mechanism of industrial linkage cross-regional coordination mechanism, studies and puts forward the motive mechanism, operation mechanism and guarantee mechanism of industrial linkage cross-regional coordination. Finally, using the input-output analysis method, taking the petrochemical industry as an example, the paper makes an empirical analysis of the cross-regional coordinated development mechanism of the industry linkage. The purpose of this study is to explore how to optimize the industrial structure and the dynamic relationship between industries through the rational coordination of cross-regional linkage relations between industries from the point of view of "one game of chess" in the whole country, so as to reduce the benefit confrontation between regions. Increase the benefit sharing between the regions, and obtain the coordinated development effect of the region. The paper explores where the driving force of the industrial cross-regional linkage is, what are the influencing factors, what is the operational mechanism of the industrial cross-regional coordination mechanism, and what coordination mechanism should be constructed to promote the industrial cross-regional coordination mechanism. What scientific methods and data are used to measure the linkage relationship between industries across regions, and the research conclusions are of reference value to the practice and policy making of promoting balance, coordination and sustainable regional economic development in China.
