台湾发展区域性银行问题探讨

【摘要】：近年来亚洲经济的快速增长与区域经济整合潮流的形成,为台湾金融业摆脱经营困境提供了良好机遇,台湾当局因此提出发展区域性银行的重要政策。但推进这一政策的制约因素却十分突出,如,公股银行合并争议大;银行业的国际化程度较低;金融管理体制僵化;台湾在区域经济整合中有边缘化危机等。因此,总体上台湾要成功发展区域性银行的前景并不十分乐观。但若能选择恰当的推进路径,如,推进配套改革,确保"公公并"取得成效;循序多元推进银行规模的扩大;努力排除障碍,让两岸合作的优势变为现实等,尚有可能取得阶段性的成效。
[Abstract]:In recent years, the rapid growth of Asian economy and the formation of the trend of regional economic integration have provided a good opportunity for Taiwan's financial industry to extricate itself from its operational difficulties. Therefore, the Taiwan authorities have put forward important policies for the development of regional banks. However, the restrictive factors to promote this policy are very prominent, such as the dispute over the merger of public-owned banks, the low degree of internationalization of the banking industry, the rigidity of the financial management system, the marginalization crisis in the integration of Taiwan's regional economy, and so on. As a whole, Taiwan's prospects for successful development of regional banks are not very optimistic. But if we can choose the right way to push forward, for example, push forward the supporting reform, ensure that the "father-in-law and justice" achieve results, push forward the expansion of the bank scale in order and multi-factor; Efforts to remove obstacles, let the advantages of cross-strait cooperation into reality, and so on, are still likely to achieve phased results.
