城市支点、协调发展与长江经济带城市群走向

【摘要】：城市群已经成为我国推进城镇化的主体形态。以国家批复的三大城市群规划文本为基础,对我国城市群的发展战略、规划理念及其局限进行分析发现,当前我国进行的是以建设促发展的城市群发展战略,以核心城市为支点,重视协同发展,强调政府角色和职能转变以及体制机制创新,关注生态建设,是其主要特征。从文本上看,我国的城市群发展规划也存在一定局限。从国家治理与经济社会发展全局出发,分析规划的局限性,对于优化城市群发展具有重要意义。
[Abstract]:Urban agglomeration has become the main form of urbanization in China. Based on the planning texts of the three major urban agglomerations approved by the state, this paper analyzes the development strategy, planning concept and limitations of the urban agglomeration in China, and finds that it is the development strategy of the urban agglomeration to promote the development, the core city as the fulcrum, the emphasis on the transformation of the role and function of the government, the innovation of the system and mechanism, and the ecological construction. From the text point of view, there are some limitations in the development planning of urban agglomeration in China. Based on the overall situation of national governance and economic and social development, it is of great significance to analyze the limitations of planning for optimizing the development of urban agglomeration.
