吉林省工业产业结构优化路径研究

【摘要】：2008年金融危机爆发导致的全球性经济灾难,促使世界范围内产业结构进行深度调整,我国遭受到来自发达国家和发展中国的双重竞争压力,同时,国内结构性矛盾越发突出。作为促进经济增长的核心因素,工业产业结构优化,将是我国占据新一轮国际分工有力地位,消减危机影响,实现经济可持续发展的有效手段之一。吉林省是我国的重工业基地,工业结构矛盾特别明显,面临的改革难度高于全国。吉林省作为全国经济的重要因子,能否抓住全球产业结构大调整的契机,推进其工业产业结构优化,将成为区域经济发展的有力推动力,也将对全国经济快速发展做出重要贡献。文章梳理了国内外产业结构优化的相关文献及理论,以比较优势理论、产业结构理论和主导产业理论为基础,归纳出区域产业结构优化的实质是在整个经济系统内部,要素自由流动的前提下,产业间及产业内部数量比例关系及相对地位的动态均衡,其测度包括工业产业结构高度化和合理化。工业产业结构优化的受益者不言而喻,政府的产业政策是区域工业产业结构优化的有形之手,本文力图对政府产业政策的制定有所助益。其次,根据已有的数据对吉林省的工业产业特征进行分析,发现吉林省工业产业具有地域不平衡发展,轻重工业比例严重失调,劳动密集型产业比例低,个别产业占比高,承受风险能力差等问题。为解决这些问题,文章利用因子分析方法,选取《吉林统计年鉴》工业大行业经济指标数据作为样本,筛选出吉林省工业主导产业,以提高吉林省工业产业结构的高度化水平；用DEA方法计算影子价格来评价吉林省工业产业结构的合理化水平,并提出改进策略；结合吉林省自身经济特征对实证结果进行分析。最后,吉林省工业产业中应培育和扶持如食品,医药和装备制造业等产业作为地区主导产业,并将资金和劳动分别投入到更需要的产业,这是吉林省工业产业结构优化,实现跨越式发展的途径之一。当然,政府应鼓励自主创新,强化品牌意识,加强宏观调控,发挥经济杠杆作用,改善软环境,以促进工业产业结构的优化,更好的发挥工业产业的基础性作用。
[Abstract]:In 2008, the global economic disaster caused by the outbreak of the financial crisis prompted the deep adjustment of the industrial structure around the world. At the same time, China suffered from the double competitive pressure from the developed countries and the developing countries, and at the same time, As the core factor to promote economic growth, the optimization of industrial structure will be one of the effective means for our country to occupy a new round of international division of labor, reduce the impact of crisis and realize the sustainable development of economy. Jilin Province is the heavy industrial base of our country, the contradiction of industrial structure is especially obvious, and the difficulty of reform is higher than that of the whole country. As an important factor in the national economy, can Jilin Province seize the opportunity of the global industrial structure adjustment? To promote the optimization of industrial structure will become a powerful driving force for the development of regional economy, and will also make an important contribution to the rapid economic development of the whole country. Based on comparative advantage theory, industrial structure theory and leading industry theory, the paper summarizes that the essence of regional industrial structure optimization is within the whole economic system. On the premise of the free flow of elements, the dynamic equilibrium of the quantitative ratio and relative status between industries and within industries, the measurement of which includes the upgrading and rationalization of industrial structure, and the beneficiaries of industrial structure optimization are self-evident. The industrial policy of the government is the tangible hand of the optimization of the regional industrial structure. Secondly, according to the existing data, the industrial characteristics of Jilin Province are analyzed. It is found that the industrial industry of Jilin Province has unbalanced development in the region, serious imbalance of the proportion of light and heavy industries, low proportion of labor-intensive industries, and high proportion of individual industries. In order to solve these problems, the paper selects the economic index data of Jilin Statistical Yearbook as a sample to screen out the leading industrial industries in Jilin Province by using the method of factor analysis. In order to improve the industrial structure of Jilin Province, to improve the level of industrial structure; to use the DEA method to calculate shadow price to evaluate the industrial structure of Jilin Province rationalization level, and put forward the improvement strategy; combined with the economic characteristics of Jilin Province to analyze the empirical results. Finally, Jilin Province should cultivate and support industries such as food, medicine and equipment manufacturing as regional leading industries, and invest capital and labor into more needed industries respectively. This is the optimization of the industrial structure of Jilin Province. Of course, the government should encourage independent innovation, strengthen brand awareness, strengthen macro-control, exert the role of economic leverage, improve the soft environment, and promote the optimization of industrial structure. Better give play to the basic role of the industrial industry.
