新常态下中国经济适度发展新内涵:辨析与启示

【摘要】：持续较快的经济发展速度对于落后国家从根本上提高人们生活水平、实现对先进发达国家的追赶乃至"蛙跳"式发展赶超具有重要意义,新常态下中国经济的"换挡减速"存在未富先慢的嫌疑。需要从适度发展与适度增长的区别中来把握适度发展的下限,适度发展更侧重经济增长效率提升、形成有利于结构优化的技术进步路径以及经济增长集约化水平的提高。化解产能过剩并不必然导致适度发展速度的下降,减速也不是新常态的标签。需要发挥中国独有的工业体系齐全优势,进一步在工业化进程中促进中国经济持续快速发展。
[Abstract]:Sustained and rapid economic development is of great significance for backward countries to fundamentally improve people's living standards, to catch up with advanced developed countries and even to catch up with and catch up with "leapfrog" development.Under the new normal, China's "shift deceleration" exists the suspicion of slow before becoming rich.It is necessary to grasp the lower limit of moderate development from the difference between moderate development and moderate growth, which focuses more on improving the efficiency of economic growth, and forms a technological progress path conducive to structural optimization and the enhancement of the intensive level of economic growth.Overcoming overcapacity does not necessarily lead to a moderate decline in growth, and deceleration is not a new normal label.We need to give full play to China's unique industrial system and further promote China's sustained and rapid economic development in the process of industrialization.
