【摘要】：中国的产业园区从1979年深圳特别行政区和1984年周边沿海城市的经济技术工业园发展起来,经过20多年的不断探索。然而在工业园区建设之初,招商引资作为其重点工作,而对产业发展和产业发展模式没有得到充分的重视。目前,全国各地日益显现出的比如产业布局发展趋同、产业发展空间受限、过度依靠优惠政策等问题严重影响了产业园区的进一步发展壮大。是以,产业园区须认真研究园区产业发展的方法及产业发展的模式,在经济新常态背景下,产业园区产业的发展必需转变粗放型的发展模式,将发展方式从增减转变为本质的改变,充分注重产业发展的相关理论研究研究,结合当地的有利资源,因地制宜的选择合适的产业进行孵化和布局,进一步强化循环经济理念,逐步提高园区产业的入围标准,从而实现产业园区的可持续发展。本文主要从产业发展的基本概念和基本理论开始探讨,回顾了产业发展的实践方法和实践步骤,详细考察了湘疆产业园产业发展实际和现状,采用系统分析、统计分析和优势分析等方法客观的分析了吐鲁番湘疆产业园产业发展所面临的的机遇和挑战以及湘疆产业园产业发展所存在的现实问题。本文首先根据湘疆产业园产业发展的现实状况提出了产业园的未来发展定位,再根据外部产业发展特点以及区域主导产业的选择原则,参照主导产业选择基准,筛选出属地吐鲁番市的主导产业,再因地制宜的选择出适合湘疆产业园发展的主导产业类型,最后按照筛选出的产业类型合理的制定了产业发展策略,同时基于产业园的空间地理位置提出了参考性的产业总体布局规范设计,其为湘疆产业园日后的发展提供了有力的理论基础,具有一定的现实参考价值。
[Abstract]:China's industrial parks developed from the Shenzhen Special Administrative region in 1979 and the economic and technological industrial parks in the surrounding coastal cities in 1984, after more than 20 years of continuous exploration.However, at the beginning of the industrial park construction, attracting investment as its key work, but not enough attention to the industrial development and industrial development model.At present, problems such as the convergence of industrial layout and development, the limited space of industrial development and excessive reliance on preferential policies have seriously affected the further development of industrial parks.Therefore, industrial parks should seriously study the methods of industrial development and the mode of industrial development of parks. Under the new normal economic background, the industrial development of industrial parks must change the extensive development model.Changing the mode of development from increase or decrease to essential change, paying full attention to the relevant theoretical research and research of industrial development, combining with local favorable resources, selecting appropriate industries to hatch and distribute according to local conditions, and further strengthening the concept of circular economy,Gradually improve the industry entry standards, so as to achieve sustainable development of industrial parks.This paper mainly discusses the basic concepts and theories of industrial development, reviews the practical methods and practical steps of industrial development, and examines in detail the actual and present situation of industrial development in Hunan and Xinjiang industrial parks, and adopts systematic analysis.The methods of statistical analysis and advantage analysis objectively analyze the opportunities and challenges faced by the industrial development of the industrial park in Hunan and Xinjiang, and the practical problems existing in the industrial development of the industrial park in Hunan and Xinjiang.This paper firstly puts forward the orientation of the future development of the industrial park according to the reality of the industry development in Hunan and Xinjiang, and then according to the characteristics of the external industry development and the selection principle of the regional leading industry, referring to the selection benchmark of the leading industry.The dominant industry of Turufan city is screened out, and the leading industry type suitable for the development of Hunan industrial park is selected according to local conditions. Finally, the industrial development strategy is formulated reasonably according to the selected industry type.At the same time, based on the spatial geographical location of the industrial park, the paper puts forward the referential design of the general layout of the industry, which provides a strong theoretical basis for the future development of the industrial park in Hunan and has a certain practical reference value.
