【摘要】：本文以开发区生命周期理论、新公共管理理论、产业集群理论为基础,从行政管理体制、经济发展状况、社会环境现状三个角度阐述了扬州经济技术开发区目前发展的现状,分析了地区治理存在的问题以及问题产生的原因,探索扬州经济技术开发区的发展机遇,并通过研究国内外其他园区的发展经验,提出了提升政府治理能力的对策,为扬州经济技术开发区转型发展决策提供了理论依据和实践方针。文章的第一部分介绍了研究背景、研究意义、研究方法、研究目标等内容,并对相关概念加以界定,确定了研究对象;第二部分对文章的理论基础加以解释和说明;第三部分细致地介绍了扬州经济技术开发区目前的发展现状;第四部分根据上文描述的发展现状,阐释了发展存在的问题,将问题归纳为企业、政府的非理性选择,空间功能分布的不均衡,资本发展的结构失衡,行政管理体制复归带来的弊端四个方面,然后深入分析了问题的原因,归纳为政策型经济发展路径的过度依赖、对外资政策导向的偏差、社会事务以及外部体制介入对行政体制的冲击三个方面;第五部分从外部机遇的角度分析的扬州经济技术开发区发展的三大机遇,即中央政府的导向以及要求、宁镇扬一体化中的定位以及扬州本土资源的充分利用;第六部分总结了国内外其他园区的发展模式和发展经验;第七部分根据以上内容提出了扬州经济技术开发区管委会政府治理转型升级策略的建议,主要内容包括转变功能定位、综合运用政企合作的运营方式和政企分离的管理方式、土地集约化管理与"腾笼换鸟"、制定普惠的人才创新政策以及对管委会自身组织形态转变的探索。
[Abstract]:Based on the development zone life cycle theory, new public management theory and industrial cluster theory, this paper expounds the present development situation of Yangzhou Economic and technological Development Zone from three angles: administrative management system, economic development situation and social environment.This paper analyzes the problems existing in regional governance and the causes of the problems, probes into the development opportunities of Yangzhou Economic and technological Development Zone, and puts forward some countermeasures to enhance the governance ability of the government by studying the development experience of other parks at home and abroad.It provides a theoretical basis and practical policy for the transformation and development of Yangzhou Economic and technological Development Zone.The first part of the article introduces the research background, research significance, research methods, research objectives and so on, and defines the relevant concepts, determines the research object, the second part explains and explains the theoretical basis of the article.The third part introduces the current development situation of Yangzhou Economic and technological Development Zone in detail, the fourth part explains the existing problems of development according to the development situation described above, and summarizes the problems into the irrational choice of enterprises and governments.The disequilibrium of spatial function distribution, the structure imbalance of capital development, the malpractice brought by the administrative management system, and the reasons for the problems are analyzed in depth, which can be summarized as excessive dependence on the path of policy-oriented economic development.The third part analyzes the three opportunities of the development of Yangzhou Economic and technological Development Zone from the angle of external opportunities.That is, the guidance and requirements of the central government, the orientation in the integration of Ningzhen and Yang and the full utilization of Yangzhou's native resources. The sixth part summarizes the development model and experience of other parks at home and abroad.The seventh part puts forward the suggestions of the transformation and upgrading strategy of the Yangzhou Economic and technological Development Zone Management Committee according to the above contents. The main contents include the transformation function orientation, the comprehensive use of the operation mode of the cooperation between the government and the enterprise and the management mode of separating the government from the enterprise.Land intensive management and "free cage for birds", the formulation of inclusive talent innovation policy and the organization of the Council itself to explore the transformation.
