海南省海洋产业发展路径研究

【摘要】：海洋产业的增长已成为新亮点,在经济发展中发挥了越来越重要的作用,海洋产业发展规划也已上升为我国的国家战略。海南是陆地资源小省、海洋资源大省,管辖全国三分之二的海洋区域,拥有丰富的海洋物产资源。海南扼守南海最前沿,“海洋丝绸之路”的战略地位越来越重要,具备向海洋强省跨越的自然基础和条件。本文以海南省海洋产业为研究对象,探索海南省海洋产业发展具体路径。文章概述了海洋产业相关概念理论基础,分层次对海南海洋产业进行深度分析：通过实地调查、文献数据收集等方法,从海洋自然资源、区位环境、社会体制、科技创新等对海南省海洋产业发展现状作一般分析；定性分析了海南省发展海洋产业面临的机遇挑战；通过定量分析和定性分析相结合,从实证角度剖析海南产业结构发展态势,充分进行了静态分析、动态比较。研究表明,海南发展海洋产业实现海洋强省具备资源丰富、区域优势突出、政策体制有利等基础与优势,但存在大海洋小产业等突出问题：产业结构落后、新兴海洋产业规模小、科研能力不足、海洋开发管理体制不完善,等等。在充分研究现状的基础上,文章提出了海洋产业发展的整体路径,以及海南省琼北、琼南、琼西海洋产业区发展路径。主要路径有：1、明确产业定位,重点调整海南海洋产业结构；2、切实加快开发新兴海洋产业；3、增强高新科技对海洋产业发展的支撑作用；4、建立完善海南海洋产业发展的宏观管理体系；5、要有效推进海南现代交通航运和港口基础设施建设；6、要有力强化现代海洋产业发展的生态保障。本文的创新之处在于：1、研究内容方面：以往有关海南省海洋方面的研究,大多集中在海洋经济、海洋可持续发展等方面,本文的研究对象是海南省海洋产业,研究视角更为具体；2、研究方法方面：(1)以往对海南海洋相关内容的研究定性分析多、定量分析少,本文通过海洋产业历年基础数据综合比对进行分析,增强论文说服力；(2)、将海南省海洋产业情况与多个沿海省市进行对比,创新性选取比对样本,将沿海省市按海洋产业发达、中等发达以及欠发达分为三类,从中各选取2个样本,与海南产业结构变动情况进行综合比对,在纵向对比的基础上充分深入进行了横向对比,使对研究对象的分析更为深入。
[Abstract]:The growth of marine industry has become a new bright spot and has played a more and more important role in economic development. The development plan of marine industry has also become the national strategy of our country. Hainan is a small province of land resources and a large province of marine resources. It administers 2/3 marine areas in China and has abundant marine resources. Hainan holds the forefront of the South China Sea, and the strategic position of the "Ocean Silk Road" is becoming more and more important. In this paper, the marine industry in Hainan Province as the research object, to explore the specific path of development of Hainan marine industry. This paper summarizes the theoretical basis of the related concepts of marine industry, and analyzes the marine industry in Hainan at different levels: through field investigation, literature data collection and other methods, from the marine natural resources, location environment, social system, etc. Scientific and technological innovation makes a general analysis of the current situation of the development of marine industry in Hainan Province; qualitatively analyzes the opportunities and challenges facing the development of marine industry in Hainan Province; combines quantitative analysis with qualitative analysis; From the perspective of empirical analysis of Hainan industrial structure development situation, full static analysis, dynamic comparison. The research shows that Hainan has abundant resources, outstanding regional advantages, favorable policy system and so on. However, there are some outstanding problems such as large marine and small industries: the industrial structure is backward, and so on. The emerging marine industry scale is small, the scientific research ability is insufficient, the marine development management system is not perfect, and so on. On the basis of the full study of the present situation, the paper puts forward the overall path of the development of marine industry and the development path of Qiongbei, Qiongnan and Qiongxi marine industrial zones in Hainan Province. The main path is: 1, define the position of industry, It is important to adjust the marine industrial structure of Hainan, to speed up the development of the new marine industry, to strengthen the supporting role of high and new technology to the development of marine industry, and to establish and perfect the macro management system for the development of Hainan marine industry. Hainan modern transportation, shipping and port infrastructure construction must strengthen the ecological protection of modern marine industry development. The innovation of this paper lies in the aspect of research content: in the past, most of the researches on the ocean in Hainan Province focused on the marine economy, the sustainable development of the ocean, and so on. The research object of this paper is the marine industry of Hainan Province. The research angle of view is more specific, and the research method is as follows: (1) in the past, there were more qualitative analysis and less quantitative analysis on the relevant marine contents in Hainan. This paper makes an analysis through the comprehensive comparison of the basic data of the marine industry over the years. Strengthen the persuasion of the thesis, compare the marine industry situation of Hainan Province with many coastal provinces and cities, select and compare the samples innovatively, divide the coastal provinces and cities into three categories according to the marine industry developed, medium developed and underdeveloped, and select 2 samples each. Comparing comprehensively with the change of Hainan industrial structure, the horizontal contrast is carried out thoroughly on the basis of longitudinal contrast, which makes the analysis of the object of study more thorough.
