中俄农业合作问题研究

【摘要】：随着国家间区域经济一体化程度的加深,中国同周边国家的经济合作的必要性和重要性越来越凸显。中国和俄罗斯同为世界大国,且在农业方面又表现出非常高的互补性,所以,中俄农业方面合作必将对中俄两国农业发展,乃至两国的经济转型都有影响。所以研究中和农业的合作在新时期是具有十分重要的意义,对于进一步推进区域经济一体化,推进中国“一带一路”构想的实现都有非常重要的作用。本文从中俄农业合作深化的角度出发,按照“现状-问题-原因-对策“的研究思路对中俄农业合作进行分析。从现状和问题上看中俄两国农业生产中的生产要素互补性非常强,但是中俄农业合作的规模和水平还有很大提升空间,中俄农业合作的内容体现出中俄农业合作还停留在初级产品贸易阶段,在农产品贸易中两国各自向对方出口本国生产要素富集且有价格优势的初级农产品,缺少深加工农产品的贸易和结合度更高的农业合作模式。从原因角度分析,中俄农业合作的政策性阻碍很大,俄罗斯的贸易投资环境恶劣是主因,同时中俄为主导的区域经济一体化贸易谈判无法提供良好的政策保障同样对与两国合作的劳工输出问题、技术合作问题、贸易壁垒问题产生了深刻影响。从对策上看,要推进中俄农业的合作要以生产促贸易,以贸易带生产的整体性思路推进,从劳动力、资本、土地、技术等生产要素入手打通中俄农业合作的关节。
[Abstract]:With the deepening of regional economic integration between countries, the necessity and importance of economic cooperation between China and neighboring countries are becoming more and more prominent. China and Russia are both big powers in the world and highly complementary to each other in agriculture. Therefore, agricultural cooperation between China and Russia will certainly have an impact on the agricultural development of China and Russia, as well as on the economic transformation of the two countries. Therefore, the research on the cooperation between China and agriculture is of great significance in the new period, and plays a very important role in further promoting regional economic integration and promoting the realization of the concept of "Belt and Road" in China. From the angle of deepening agricultural cooperation between China and Russia, this paper analyzes the agricultural cooperation between China and Russia according to the research ideas of "actuality-problem-reason-countermeasure". In terms of current situation and problems, we can see that the factors of production in agricultural production between China and Russia are very complementary, but there is still much room for improvement in the scale and level of Sino-Russian agricultural cooperation. The content of Sino-Russian agricultural cooperation shows that Sino-Russian agricultural cooperation is still in the stage of primary commodity trade. In agricultural trade, the two countries export to each other their own primary agricultural products, which are rich in factors of production and have price advantages. Lack of deep-processed agricultural products trade and higher degree of integration of agricultural cooperation model. From the point of view of the reasons, the policy obstacles to Sino-Russian agricultural cooperation are very big, and the poor trade and investment environment in Russia is the main reason. At the same time, the regional economic integration trade negotiation led by China and Russia can not provide good policy guarantee. It also has a profound impact on the export of labor, technical cooperation and trade barriers in cooperation with the two countries. From the view of countermeasures, to promote Sino-Russian agricultural cooperation, we should promote the agricultural cooperation by production, trade belt production, labor force, capital, land, technology and other factors of production to open the joint of Sino-Russian agricultural cooperation.
