永善县扶贫开发工作战略规划研究

【摘要】：扶贫开发工作是加快地区经济社会发展,解决地区发展不平衡,转变贫困地区群众困难生活现状,实现中国东、中、西部地区全面协调发展的现实途径。 本论文通过深入实地调查研究,认真查阅大量文献资料,分析了永善县经济发展现状、基础设施现状、人力资源现状、‘生态环境现状,结合永善县地理、气候、资源、人力等优势,对国内外及中国东、中、西部地区发展现状的比较研究,认真研究总结了永善县扶贫开发工作在扶贫开发专业培训人才缺乏、交通电力等基础设施脆弱等方面存在的劣势,仔细查找了永善县在扶贫开发工作中存在的扶贫工作创新理念不够,体制机制还不健全,相关配套制度有待完善,主体职能发挥不够充分,奖惩绩效机制不健全且不具可操作性,扶贫开发工作投入的项目资金与群众的期望值差距过大,地方配套几乎不可能实现等原因,以及永善县在扶贫开发工作中面临的机遇和挑战,找出了通过树立共同富裕,缩小城乡差距的理念；树立环境优先,可持续发展的理念；树立挂钩帮扶不脱贫不脱钩理念；树立稳定和谐、各民族共同脱贫致富奔小康理念；创新制度管理,加快扶贫工作体制机制建设；改善投资环境,引导产业转移和扶持优势产业；调整产业结构,发展高原特色农业；夯实基础设施,解决发展“短板”问题；优化生态环境,实现可持续发展；提高人口素质,强化科技和人才支撑等符合永善县扶贫开发工作的发展路径。
[Abstract]:The work of poverty alleviation and development is a realistic way to speed up the regional economic and social development, solve the imbalance of regional development, change the difficult living conditions of the people in the poor areas, and realize the comprehensive and coordinated development of the eastern, central and western regions of China. This paper analyzes the present situation of economic development, infrastructure, human resources, ecological environment, geography, climate and resources of Yongshan County, through in-depth field investigation and research, and consulting a large number of documents and materials, and analyzes the present situation of economic development, infrastructure, human resources, geography, climate and resources in Yongshan County. With the advantages of manpower, a comparative study of the development situation at home and abroad and in the eastern, central and western regions of China, we have carefully studied and summed up the lack of specialized training personnel in poverty alleviation and development work in Yongshan County. The weak points in the fragile infrastructure such as transportation and power have been carefully looked up in Yongshan County, where the concept of innovation in poverty alleviation and development is not enough, the system and mechanism are not perfect, and the relevant supporting systems need to be improved. The main functions are not given full play, the performance mechanism of rewards and punishments is not perfect and operable, the gap between the project funds invested in poverty alleviation and development work and the expectations of the masses is too large, the local matching is almost impossible to realize, etc. As well as the opportunities and challenges that Yongshan County faces in the work of poverty alleviation and development, it finds out the concept of common prosperity, narrowing the gap between urban and rural areas, setting up the concept of environmental priority and sustainable development, setting up the concept of hooks to help prevent poverty and not to decouple; Set up the concept of stability and harmony, get rich and get rich from poverty among all ethnic groups; innovate system management, speed up the construction of the system mechanism for poverty alleviation; improve the investment environment, guide industry transfer and support superior industries; and adjust the industrial structure. Developing plateau characteristic agriculture, ramming infrastructure, solving the problem of "short board", optimizing ecological environment, realizing sustainable development, improving the quality of population, strengthening science and technology and talent support are in line with the development path of Yongshan County's poverty alleviation and development work.
