推进京津冀协同发展的策略探讨

【摘要】:京津冀协同发展是国家重大战略,不能完全沿用以往的区域战略推进方式。其中疏解北京的非首都功能任务艰巨,涉及面广,需要更强的政治合法性,需要在社会中获得更广泛的共识。北京非首都功能的疏解需要新的思路,即区分首都功能和北京定位,分别维持中央政府行政区和发展适合北京的城市功能。京津冀协同发展的推进还需要在领导小组之下,设立专门的派出机构,以提高执行力,确定协同发展目标的实现。
[Abstract]:The coordinated development of Beijing, Tianjin and Hebei is a major national strategy. Among them, the task of unlocking Beijing's non-capital functions is arduous, involving a wide range of areas, requiring stronger political legitimacy and a broader consensus in society. The solution of Beijing's non-capital function needs a new way of thinking, that is, to distinguish the capital function from the Beijing position, to maintain the central government administrative region and to develop the city function suitable for Beijing respectively. The promotion of Beijing, Tianjin and Hebei coordinated development also needs to set up a special agency under the leading group to improve the execution ability and determine the realization of the cooperative development goal.
