构建产权制度是发展社会主义市场经济的关键——兼论建立“以人民为中心”的产权制度

【摘要】：社会主义与市场经济并不是相斥的,相反从中国近30年的高速稳步增长历程来看,社会主义与市场经济是相容的。区分社会主义市场经济与资本主义市场经济的标志,不在于是否让市场起决定性作用,也不在于是私有还是公有,而在于发展市场经济的目的是什么。发展社会主义市场经济,必须坚持马克思"重建劳动者个人所有制"的思想内核,建立"以人民为中心"的归属清晰、权责明确、保护严格、流转顺畅的现代产权制度,依法有效保护各种所有制经济组织和公民财产权,增强人民群众财产财富的安全感和获得感,形成良好稳定的社会福利预期,增强各类经济主体创业创新动力,从而维护社会公平正义,保持经济社会持续健康发展和国家长治久安。
[Abstract]:Socialism and market economy are not mutually exclusive. On the contrary, socialism and market economy are compatible from the rapid and steady growth of China in the past 30 years. The distinguishing mark of socialist market economy and capitalist market economy is not whether to let the market play a decisive role, nor whether it is private or public, but what is the purpose of developing market economy. In order to develop the socialist market economy, we must adhere to Marx's ideological core of "rebuilding the individual ownership of the laborer" and establish a modern property right system with "people as the center" with clear ownership, clear powers and responsibilities, strict protection and smooth circulation. Effectively protect economic organizations and citizens' property rights of various forms of ownership according to law, enhance the sense of security and acquisition of the people's property and wealth, form a good and stable social welfare expectation, and enhance the entrepreneurial and innovative power of various economic agents. So as to maintain social equity and justice, maintain sustained and healthy economic and social development and national stability.
