株洲城发集团枫溪生态片区开发实施战略研究

【摘要】：因城市转型和内城复兴的需要，我国许多地区的片区开发受到政府、企业和学术界的高度关注。探索城市发展转型背景下的片区开发实施战略研究，有助于实现经济、环境、社会三个目标的融合，促进片区可持续发展。文章以企业运营战略和片区开发运营战略的基本理论为支撑，在充分肯定已有研究的基础上，对株洲枫溪生态片区进行开发实施战略研究，指出该片区开发所面临的机遇和挑战，并分析了该片区开发的必要性，提出了具体的开发实施战略，旨在促进该片区的可持续发展，同时带动株洲乃至长株潭地区的社会发展，符合我国“两型”社会发展的需求。具体来说，首先，从枫溪生态片区的片区实际情况出发，，分析了该片区建设的背景，同时，在对该片区区位分析的基础上，提出制定枫溪生态片区开发实施战略的必要性。其次，提出枫溪生态片区开发实施的战略设想。先总说开发实施的指导思想、原则以及目标定位、实施面度，再到具体设计，包括区块结构、用地设计、投入产出经济分析等多方面内容。最后，提出枫溪生态片区开发实施战略保障，包括政策保障、组织人员保障、资金保障等。总的来看，文章提出的战略设想和战略保障措施对后续研究提供一定参考和借鉴，以期对国内其它地方片区的开发实施工作有所帮助。
[Abstract]:Due to the needs of urban transformation and inner city rejuvenation, the development of many areas in China has been highly concerned by the government, enterprises and academia. It is helpful to realize the integration of economy, environment and society and promote the sustainable development of the region. Based on the basic theories of enterprise operation strategy and district development and operation strategy, this paper studies the development and implementation strategy of Fengxi ecological region in Zhuzhou on the basis of fully affirming the existing research. This paper points out the opportunities and challenges faced by the development of this region, analyzes on the necessity of the development of the region, and puts forward the specific development implementation strategy in order to promote the sustainable development of the region and at the same time to promote the social development in Zhuzhou and Changzhutan. In line with China's "two-type" social development needs. First of all, starting from the actual situation of Fengxi ecological region, this paper analyzes the background of the construction of the region, and at the same time, on the basis of the analysis of the location of the region, puts forward the necessity of formulating the development and implementation strategy of the Fengxi ecological region. Secondly, put forward the development and implementation of the Fengxi ecological region strategic ideas. First, the guiding ideology, principle and target orientation of the development implementation, the implementation degree, and then the specific design, including block structure, land use design, input-output economic analysis and so on. Finally, the paper puts forward the implementation strategy of Fengxi ecological region, including policy guarantee, organization personnel guarantee, fund guarantee and so on. On the whole, the strategic assumption and the strategic guarantee measures put forward in this paper can be used for reference in the follow-up study, so as to be helpful to the development and implementation of other local areas in China.
