新型城镇化背景下济南市产城一体化发展研究

【摘要】：经济社会的转型期,面临城镇化快速发展中出现的一系列问题,十八大提出了新型城镇化道路,实现我国城镇化建设的健康发展。产业与城市相辅相成,新型城镇化强调城镇产业与城市互动协调发展,目前我国城镇化发展中存在产业与城市脱节现象,产业与城市发展步调不匹配,职住分离,制约着城市转型发展,产城一体化发展成为新型城镇化建设的内在要求。如何全面的认识产城一体化、破解产城分离难题、实现产城有效融合发展,成为当前新型城镇化建设中产城协调发展的关注焦点。本文以济南市辖区为研究区域,采用耦合模型、格网分析法与模糊层次综合评价法,探究了济南市产业与城市一体化发展的时空格局与产城发展的协调程度,以及产城一体化发展存在的问题,同时,进一步分析济南市产城一体化发展的影响因素,提出了产城一体化发展的优化路径与对策建议,为我国其他城市与区域新型城镇化建设中产城一体化发展提供了典型案例参考与重要借鉴价值。全文共计分为七部分。第一部分是引言,主要介绍论文的研究背景、研究意义、国内外研究现状、研究思路和方法,以及论文研究主要内容与技术路线。第二部分是概念与相关基础理论,介绍了新型城镇化与产城一体化的含义、特征与相关的理论基础。第三部分是新型城镇化下济南市产城发展的现状,分析发现:城市发展上,城市化发展水平不断提高、城市功能分区格局逐步优化、城市重点生活设施数量日益增加、城市重点生活设施分布中心密集外围稀疏;产业发展上,产业规模日益壮大、产业结构优化、产业空间布局呈现圈层布局、产业集群发展优势明显。第四部分是新型城镇化下济南市产城一体化发展程度的分析,主要结论:济南市产城一体化发展程度处于中等水平。时间上,济南市产城耦合协调度不高,处于中度耦合协调水平;空间上,主城区产城空间协调较高,东部与西部新城区产城空间协调度较低,整体呈现“中间高两端低”的空间分布,产城空间协调程度不高。济南市产城一体化发展中存在诸多问题。主城区:城市更新问题,产业需要优化升级;城市建设规划存在不足,老城特色受到破坏;居住与就业空间不协调,职住不平衡问题突出;交通拥堵,通勤压力大。新城区:经济发展方式需优化;基础设施滞后,城市功能不完善;聚集人口的能力差,就业与居住空间不平衡。第五部分是济南市产城一体化进程的主要影响因素,通过分析,济南市产城一体化发展的影响因素包括经济、社会与生态环境因素。第六部分是济南市产城一体化发展的优化路径与对策建议。文章提出了提升产业功能以产促城、加强城市建设以城兴产、产业与城市协同发展产城融合的优化路径与推进主城区能级改造,提高产城一体化质量、推进新区产城建设,发展现代新型城市、产业与城市规划相结合,推进产城一体化发展、增强生态文明建设,实现产城和谐共融的对策建议。第七部分是研究展望,文章总结了研究结论、创新点及其不足之处与发展展望。
[Abstract]:In the period of economic and social transformation, a series of problems have emerged in the rapid development of urbanization. The eighteen major new urbanization road has been put forward to realize the healthy development of urbanization construction in China. Industry and city complement each other. The new urbanization emphasizes the coordinated development of urban industry and city. The phenomenon of city disjointing, the pace of industry and urban development mismatch, separation of job and residence, restricting the urban transformation and development, the integration of production city has become the inherent requirement of the new urbanization construction. How to fully understand the integration of production city, solve the problem of producing city separation, and realize the effective integration and development of production city, and become a new type of urbanization construction in the middle of the city In this paper, we take the Ji'nan district as the research area, using the coupling model, the grid analysis method and the fuzzy hierarchical comprehensive evaluation method, to explore the coordination degree of the spatial and temporal pattern of the industrial and urban integration development in Ji'nan and the development of the production city, and the existing problems in the integration of the production city. At the same time, it further analyzes the Ji'nan city. The influence factors of the integrated development of production city, put forward the optimization path and Countermeasures of the integrated development of production city, provide typical case reference and important reference value for the integrated development of the new urban middle city in other cities and regions in our country. The full text is divided into seven parts. The first part is the introduction, which mainly introduces the research of the paper. The third part is the status quo of the development of Ji'nan city under the new urbanization. In the urban development, the urban development level has been improved, the urban functional division pattern is gradually optimized, the number of urban key living facilities is increasing, and the center of urban key living facilities is dense and sparse; the industrial development, the industrial scale is growing, the industrial structure is optimized, and the industrial space layout presents a circle layout. The advantages of industrial cluster development are obvious. The fourth part is the analysis of the integrated development degree of Ji'nan production city under the new urbanization. The main conclusion is that the degree of integration and development of Ji'nan city is in the middle level. In time, the coupling coordination degree of Ji'nan city is not high, it is in the moderate coupling coordination level, and the space of the main city is relatively high in space. The spatial coordination degree between the eastern and western new urban areas is low, and the spatial distribution of "middle and low two ends" is presented as a whole. There are many problems in the integration of production city in Ji'nan. The main city area: urban renewal problem, the industry needs to be optimized and upgraded, the city construction planning is insufficient and the old city features are destroyed; The problem of inhabitation and employment space is not coordinated, the problem of unbalance of employment and residence is outstanding; traffic congestion and commuter pressure are great. The new urban area: the economic development mode needs to be optimized; the infrastructure is lagging behind, the city function is not perfect; the ability of the population is poor, the employment and the living space are not balanced. The fifth part is the main influencing factor of the process of the integration of Ji'nan City, through the division. In the sixth part, the sixth part is the optimization path and the Countermeasures of the integrated development of the production city in Ji'nan. The article puts forward the optimization path of upgrading the industrial function to promote the city, strengthening the urban construction with the city, the production industry and the city in cooperation with the city.
