皖江示范区承接产业转移政策有效性研究

【摘要】：皖江城市带地处我国中部，毗邻长江和江苏、浙江、上海等地，具有较好的区位优势和良好的产业基础。自2010年1月12日，皖江城市带承接产业转移示范区被正式批复设立以来，已经过去了四年的时间，皖江城市带承接产业转移取得了显著的效果，经济总量明显增强，产业结构不断优化，区域分工日趋合理，产城融合不断深入，人居环境日渐优良，示范区的品牌效益逐步凸显。这些成果的取得得益于诸多政策的支持和实施，为了促进皖江示范区快速、健康、持续地发展，有必要对皖江示范区投入政策的有效性进行测量，以便提高政策的科学性和针对性。因此，研究皖江示范区承接产业转移政策的有效性具有重要的理论和现实意义。本文选取数据包络分析法（DEA）中的CRS模型和VRS模型，对皖江示范区投入政策的有效性进行测算和评价。研究涉及到政策的四个效率值，，即政策投入总体效率、综合政策投入效率、纯政策投入效率和规模效率，结合皖江示范区的特点构建出政策投入与产出指标体系，分别对皖江示范区承接产业转移政策投入总体效率、政策投入过度与政策产出不足、皖江示范区政策投入规模效率以及皖江示范区政策投入敏感度等方面进行系统分析，并在此基础上提出了提高皖江示范区承接产业转移政策有效性的相关政策建议。研究结果表明，皖江示范区在2011和2012年的政策投入总体效率均没有达到有效，存在政策投入过度和政策产出不足现象，应该适度减少政策投入整体规模，并且适度减少部分政策投入指标的投入力度。皖江示范区所辖的各个市中，有部分城市的政策投入总体效率未达到有效，也需要适度调整其政策投入规模。
[Abstract]:Wanjiang urban belt is located in the middle of China, adjacent to the Yangtze River, Jiangsu, Zhejiang, Shanghai and other places, with good geographical advantages and good industrial basis. Since January 12, 2010, the Wanjiang city belt undertaking industry transfer demonstration area has been formally approved and established. It has been four years since the Wanjiang city belt undertook the industrial transfer, and the total economic volume has obviously increased. The industrial structure is constantly optimized, the regional division of labor is becoming more and more reasonable, the integration of production and city is deepening, the living environment is improving day by day, and the brand benefit of the demonstration area is gradually prominent. In order to promote the rapid, healthy and sustainable development of the Wanjiang demonstration area, it is necessary to measure the effectiveness of the investment policy in the Wanjiang demonstration area. In order to improve the scientific nature of the policy and pertinence. Therefore, it is of great theoretical and practical significance to study the effectiveness of the policy of undertaking industrial transfer in Wanjiang demonstration area. In this paper, the CRS model and the VRS model in the data Envelopment Analysis (DEA) are selected to measure and evaluate the effectiveness of the investment policy in the Wanjiang demonstration area. The research involves the four efficiency values of policy, that is, the overall efficiency of policy input, the efficiency of comprehensive policy input, the efficiency of pure policy input and the efficiency of scale, and the index system of policy input and output is constructed according to the characteristics of Wanjiang demonstration area. The overall efficiency of undertaking industrial transfer policy input, the excessive policy input and insufficient policy output, the scale efficiency of policy input and the sensitivity of policy input of Anhui River demonstration area are analyzed respectively. On the basis of this, the paper puts forward some relevant policy suggestions to improve the effectiveness of the policy of undertaking industrial transfer in the demonstration area of Wanjiang River. The results show that the overall efficiency of the policy input in the Wanjiang demonstration area in 2011 and 2012 is not effective, and there exists the phenomenon of excessive policy input and insufficient policy output, so the overall scale of policy input should be appropriately reduced. And moderately reduce the input of some policy indicators. The overall efficiency of policy input in some cities is not effective, so it is necessary to adjust the scale of policy investment.
