福利维度的“收入倍增”：现实约束与实现路径

【摘要】：收入分配一直是社会各界普遍关注的热点问题。多年来，我国经济快速发展，但居民收入增长缓慢，居民收入差距居高不下。党的十八大报告正式提出2020年城乡居民人均收入比2010年翻一番的目标要求后，各地政府纷纷出台倍增计划，理论界也对此做了广泛深入的研究，，似乎社会各界对“收入倍增”已经有了全面深入的认识和理解。其实各地政府的倍增计划多是停留在经济层面，在数字上对城乡居民人均收入做足文章；而理论界大量的研究还停留在从一般意义上探讨居民收入的数字倍增，虽然有人提及过居民收入的翻番要注意福利的增加，但提得很不全面也不具体，不仅没有明确从福利的视角对其进行解释，也没有从福利的视角分析实现“收入倍增”的制约因素和具体路径。文章从福利的维度对“收入倍增”的内涵进行了丰富和完善，并从福利的视角对实现“收入倍增”的制约因素和具体路径进行了尝试性地较全面的分析。文章以福利的视角为切入点，以科学发展观和福利经济学为理论基础，在借鉴已有的研究成果的基础上，提出“收入倍增”的真正内涵不只是一般意义上的收入数字倍增，更应是福利的倍增。福利维度的“收入倍增”是在居民实际收入翻番基础上的福利翻番。从福利经济学理论出发，福利视角的“收入倍增”存在几个主要影响因素，分别是经济增长情况、收入分配状况、社会保障体系建设以及政府发展理念。然而，结合中国正处于社会转型期的现实状况，实现福利视角的“收入倍增”还存在以下制约因素：经济发展方式未能真正转变，经济可持续发展受到挑战，实现居民“收入倍增”的基础还不牢靠；收入分配制度改革进展迟缓，居民收入差距仍然很大，实现居民“收入倍增”的关键环节还没攻破；社会保障制度不健全，社会保障水平总体低下，还没筑牢实现居民“收入倍增”的后盾；一些政府发展理念转变不到位，使得实现居民“收入倍增”的主观障碍还没扫清。因此，实现福利视角的“收入倍增”就要求：切实转变经济发展方式，实现经济的健康持续发展，夯实物质基础；深化收入分配制度改革，缩小居民收入差距，攻破关键环节；完善社会保障制度，提升社会福利和个人福利，筑牢坚强后盾；切实转变发展理念，贯彻落实科学的发展观，扫清主观障碍。
[Abstract]:Income distribution has always been a hot issue of general concern from all walks of life. For many years, our country economy develops rapidly, but the resident income growth is slow, the resident income disparity is high. After the report of the 18th National Congress of the Party formally put forward the goal of doubling the per capita income of urban and rural residents in 2020 compared with 2010, local governments one after another issued doubling plans, and the theorists also made extensive and in-depth research on this. It'seems that all walks of life have a thorough understanding of double income. In fact, most of the doubling plans of local governments have stayed at the economic level and done a sufficient number of articles on the per capita income of urban and rural residents. However, a large number of studies in the theoretical circle have also stayed at the number of people's income doubling in a general sense. Although it has been mentioned that the doubling of residents' income should pay attention to the increase of welfare, it is far from comprehensive or specific, and not only has it not been explained explicitly from the perspective of welfare, Nor has it analyzed the restrictive factors and specific ways to realize "income multiplication" from the perspective of welfare. This paper enriches and perfects the connotation of "income multiplication" from the perspective of welfare, and analyzes the restrictive factors and specific ways of realizing "income multiplication" from the perspective of welfare. Based on the perspective of welfare and the theory of scientific development and welfare economics, this paper puts forward that the real connotation of "income multiplication" is not just the multiplication of income numbers in general sense. It should be a doubling of welfare. The income doubling of welfare dimension is the doubling of welfare on the basis of the doubling of residents' real income. Based on the theory of welfare economics, there are several main influencing factors in "income multiplication" from the perspective of welfare, namely, economic growth, income distribution, social security system construction and the concept of government development. However, in view of the fact that China is in a period of social transition, there are still the following constraints to the realization of "income multiplication" from the perspective of welfare: the mode of economic development has not really changed, and the sustainable development of the economy has been challenged. The basis for realizing the "double income" of the residents is still not firm; the reform of the income distribution system is progressing slowly, the income gap of the residents is still very large, the key link of realizing the "double income" of the residents has not been broken through, and the social security system is not perfect. The level of social security is generally low, and it has not yet established a firm support for the realization of the "double income" of residents; some government development concepts have not changed in place, so that the subjective obstacles to realizing the "double income" of residents have not been cleared. Therefore, the realization of "income doubling" from the perspective of welfare requires: changing the mode of economic development, realizing the healthy and sustainable development of the economy, strengthening the material foundation, deepening the reform of income distribution system, narrowing the income gap of residents, and breaking through the key links; Improve the social security system, promote social welfare and personal welfare, build a strong backing, change the concept of development, implement the scientific concept of development, clear the subjective obstacles.
