以开发开放试验区为引擎的德宏地区经济协调发展研究

【摘要】：在实现国家调结构,促发展的经济战略中,地区经济的协调与合作越来越重要。积极探讨德宏地区经济协调发展课题,对提升我国沿边地区经济水平,缩小区域差距,发挥优势,扩大开发开放具有重要意义。 本文阐述了以瑞丽开发开放试验区为引擎,实现德宏地区经济协调发展的必然性,以及德宏地区经济协调发展对于完善我国对外开放格局、维护国家经济安全、保障边疆和谐、稳固边防、促进边疆民族地区经济繁荣的宏观效应。从瑞丽开发开放试验区与其他市县的经济关联性角度,全面分析了德宏地区经济协调发展的历史机遇。依据区域经济增长理论区域经济一体化理论,详尽研究瑞丽等经济增长极的带动辐射功能,指出了德宏各地经济优势和经济协调发展存在的问题。借鉴珠三角中的珠海经济特区、长三角中的上海、京津冀中的天津滨海新区在区域经济一体化发展突出作用和成功经验,选择了以瑞丽开发开放试验区为引擎,促进德宏地区经济协调发展的模式,描绘了以点辐射为突破、以线渐进为纽带、以面扩散为支撑、强化轴线两极辐射力的网络式、立体联动发展的整体蓝图。提出了构建协调发展的产业体系；促进要素自由流动,实现资源有效配置；推动现代服务业一体化建设；建立健全地区经济协调发展机制；统筹城乡发展；提高人才政策支持力度；加强国际合作与调整对外开放战略等推动地区经济协调发展的对策建议。
[Abstract]:The coordination and cooperation of regional economy is becoming more and more important in the economic strategy of national adjustment and development. It is of great significance to probe into the subject of coordinated economic development in Dehong region in order to improve the economic level of China's border areas, narrow the regional gap, give play to its advantages, and expand the development and opening up. This paper expounds the inevitability of realizing the coordinated economic development of Dehong region by taking Ruili development and opening test area as the engine, as well as the necessity of realizing the coordinated economic development in Dehong area, and the necessity of the coordinated economic development in Dehong region to perfect the pattern of opening to the outside world, to safeguard the national economic security, and to guarantee the harmony of The macro effect of stabilizing border defense and promoting the economic prosperity of ethnic areas in frontier areas. From the point of view of the economic relationship between Ruili open test area and other cities and counties, this paper analyzes the historical opportunity of the coordinated economic development in Dehong region. Based on the theory of regional economic growth, this paper studies the radiation function of Ruili and other economic growth poles in detail, and points out the problems existing in Dehong's economic advantages and coordinated development. Using the Zhuhai Special Economic Zone in the Pearl River Delta, Shanghai in the Yangtze River Delta and Tianjin Binhai New area in the Beijing-Tianjin-Hebei region as the engine for the development of regional economic integration, In order to promote the coordinated development of Dehong's economy, the paper describes the overall blueprint of stereoscopic linkage development with point radiation as breakthrough, line gradual as tie, plane diffusion as support, and strengthening the radiation force between the two poles of axis. It puts forward the following aspects: constructing the industrial system of coordinated development, promoting the free flow of elements, realizing the effective allocation of resources, promoting the integration of modern service industry, establishing and perfecting the coordinated development mechanism of regional economy, coordinating the development of urban and rural areas; Strengthening international cooperation and adjusting the strategy of opening to the outside world to promote the coordinated development of regional economy.
