山西省承接产业转移路径选择的实证分析

【摘要】:随着中国特色社会主义建设进程的加快,我国对外资的引进和技术的利用大大加强,加上我国具有劳动力成本低和市场容量大等优势,使得各国都开始积极对我国进行产业转移。我国也加大力度承接了许多发达国家转移出的产业,这些产业一般都有着较高的经济水平,承接这些产业转移可以带来先进的技术和雄厚的资本,能优化转移双方的产业结构,完善承接地经济增长机制。而山西作为资源大省,经济发展模式以资源型经济为主,并形成了较为单一的产业结构,长期的资源的过度开发也严重破环了生态环境。随着资源枯竭,资源型经济开始走入衰退,暴露出各种矛盾,亟需通过承接产业转移调整优化山西经济结构。而现在产业转移研究多从转出方角度出发,相关产业承接的理论仍然需要完善。本文从承接能力理论出发,结合对产业转移动因的研究,分析了影响产业承接的因素,选取了产业聚集指数和梯度系数作为承接产业选择的判断指标。以9个省市工业数据为指标,用主成分分析法得到9个省市在2002年到2012年产业转移承接能力排名情况,分析了影响山西省承接能力不同因素影响因子大小和政策可行性。结合山西省27个工业产业实际情况,选择了优势承接产业,提出了山西省承接产业转移的战略布局。得到以下结论:在产业发展初期,成本和配套能力对承接能力影响相对较大,而现阶段科技研发水平和市场因素是影响山西省承接能力的主要因素,其中科研因素对总体承接能力影响因子最大;影响因素中配套设施建设可行性最高,科技研发水平排名第二;政策因素虽然影响因子较小,但可行性较高,是总体承接能力变化的风向标。在承接产业选择上,煤炭开采和洗选业具有绝对优势,以其作为主要承接产业,同时发展其配套产业如石油加工和炼焦加工业等产业,构建完整的煤炭产业链;发展轻工业,提升产品技术附加值,建设煤炭辅助配套产业。
[Abstract]:With the acceleration of the construction of socialism with Chinese characteristics, the introduction of foreign capital and the utilization of technology in China have been greatly strengthened. In addition, China has the advantages of low labor costs and large market capacity. Make every country begin to carry on industry transfer to our country actively. China has also increased its efforts to undertake industries transferred from many developed countries. These industries generally have a relatively high economic level. Undertaking these industrial transfers can bring advanced technology and abundant capital, and can optimize the industrial structure of both sides. To improve the economic growth mechanism of the undertaking areas. As a large province of resources, Shanxi is characterized by a resource-based economy and forms a single industrial structure. The long-term overexploitation of resources has also seriously damaged the ecological environment. With the depletion of resources, the resource-based economy began to decline, exposing various contradictions, and it is urgent to optimize the economic structure of Shanxi by undertaking industrial transfer adjustment. But now the research of industrial transfer mostly starts from the angle of transfer and exit, the theory of relevant industry undertaking still needs to be perfected. Based on the theory of undertaking ability and the research on the motivation of industrial transfer, this paper analyzes the factors that affect the industrial undertaking, and selects the industrial agglomeration index and gradient coefficient as the index to judge the choice of the undertaking industry. Taking the industrial data of 9 provinces and cities as the index, this paper uses principal component analysis method to get the rank of the industrial transfer undertaking ability of 9 provinces and cities from 2002 to 2012, and analyzes the influence factors and the policy feasibility of different factors affecting Shanxi's undertaking capacity. Combined with the actual situation of 27 industrial industries in Shanxi Province, this paper selects the superior undertaking industry, and puts forward the strategic layout of the industrial transfer in Shanxi Province. The following conclusions are drawn: in the early stage of industrial development, the cost and supporting capacity have a relatively large impact on the undertaking capacity, and at the present stage, the level of scientific and technological research and development and market factors are the main factors affecting the undertaking capacity of Shanxi Province. Among them, scientific research factors have the greatest influence on the overall undertaking capacity; among them, the feasibility of supporting facilities is the highest, and the level of scientific research and development ranks second; although the policy factors are small, the feasibility is high. Is the overall capacity to undertake changes in the wind vane. In the choice of undertaking industry, the coal mining and washing industry has the absolute advantage, taking it as the main undertaking industry, at the same time developing its supporting industries such as petroleum processing and coking processing industry, constructing a complete coal industry chain, developing light industry, Enhance the added value of products and technology, and build coal auxiliary industries.
